At its Planning & Development Council meeting last week, the Town offered up its comments on the traditional five-year review of the Municipal Affairs & Housing (MAH) planning policy statements (PPS). Specifically, the mayor said she'd like to see pro vision, that should the OMB overrule a local planning decision, the OMB would be required to comment on the provision, and financing, of infrastructure needed to facilitate the OMB decision. Ontario's Planning Act guides local land use deci sions. However, within that Act, the Municipal Affairs & Housing issues its own planning policy statements. The planning policy statements "guide decisions on how our towns and cities should grow, how provin cial resources should be protected and how services, like roads and sewers, are provided," said Municipal Affairs & Housing Minister Chris Hodgson. Every five years those statements get reviewed. It's time for a new set to replace those that were introduced in 1996 and approved in 1997. They fol lowed the Sewell Commission on Planning & Development Reform in Ontario in the early 1990s. Last month, Town staff checked into a workshop on the policy review and had until the end of last week to formally file comments. A report containing those comments was forward ed to the Ministry last week. However with no provincial commitment on whether there would be a report on municipal com ment -- or if a draft of new policies would be seen before they take effect -- the Town called for such actions. And, the mayor called for the review of the OMB terms of reference. The planning policy statements are organized in a trio of categories: Efficient, Cost-Effective Development & Land Use Patterns; Resources; and, Public Health & Safety. The Smart Growth program is a new planning ini tiative, that grew out of the United States, aimed at sustaining a strong economy, building strong commu nities and ensuring clean and health communities. The concept has been embraced by local planners. Under Housing, the new planning policy state ments call for a 10-year supply of land designated, and available, for new residential development and resi dential intensification. Town planners say the planning policy statements on housing form, density and intensification "appear to be optional" as the policies require "encourage ment" only. Municipalities are "encouraged" to offer housing affordable to moderate and lower incomes as well as to offer intensification in built-up areas. "These housing policies need to be stronger... and in relation to transportation policies, so that housing densities can support transit use," reported Town staff. Local planners also reported that "transportation policies lack details and don't make any connection between land use patterns and densities that could sup port transit." Oakville is aiming to be a live/work community where people can use transit to get around town and to work. Policy statments on transportation, infrastructure conridors and waste management also lack details or specifics, said planners. When it comes to natural heritage, local planners also say the policy is far too general and note the Planning Act "has limited scope for acquisition of nat ural heritage features so there is a discrepancy between the planning policy statements and the Planning Act, particularly for woodlands and wildlife habitat." The Town report calls for the province to "clarify acquisition methods for significant natural heritage features." When it comes to water quality/quantity issues, the town recognizes that Halton has been at the forefront of watershed-based planning and that watershedbased planning should be included within the PPS's. The robbery occurred at about 1:47 a.m. when two men walked into the gas bar. One man remained at the door, while his partner approached the lone male attendant and demand ed the money from the cash regis ter. The attendant was pushed by the man, but not injured. The attendant complied and handed over an unspecified amount of money. Both suspects fled the scene on foot in an easterly direction.
