Delegations to speak June 13 continued from p.25 result in increased staff development and curriculum resources but a probable decrease in transportation costs. Another option considered, called Option 3 Hybrid, would have a mid-entry point for FI with 80 per cent French instruction at single- and dual-track schools. It would result in some possible boundary reviews and additional staff development and curriculum resources. Oakville trustee Joanna Oliver was the most vocal opponent of Option 6 at the board meeting. She said she preferred Option 3. Oliver believes that if Option 6 is implemented the board would find itself in the same student numbers dilemma in a few years. "We can't be afraid to cap French Immersion enrolment.... Capping was never considered as an option and it's not a popular option." Board vice-chair and Milton trustee Kim Graves said capping was part of one of the many initial options put forth but that community consultation showed capping to be the least favoured solution. Burlington trustee Leah Reynolds indicated there might be a need to cap FI enrolment at some point, reminding fellow trustees and board staff that they are an English-language board and that French Immersion is an optional program. Miller said, "I don't think it's necessary (now) to say, `Here's the contingency plan if we are not successful,'" with whatever option is chosen. The education director noted, "Trustees have tough decisions to make. You are in unchartered waters." Miller said if the board went with a midentry model it would be the only board in the province starting French immersion as late as Grade 4. Board chair and Oakville trustee Kelly Amos said there are many unknowns. "I don't know if Grade 2 entry will make much of a difference (in lowering FI enrolment), but Grade 3 or 4 might." Boag said that a Grade 3 entry model wasn't considered because of the instructional implications for Grade 3 students who write the annual Education Quality and Accountability Office (EQAO) standardized testing of reading, writing and math skills. "I don't think we should be driven by EQAO, it's just a test instituted by the province," said Amos. The board is having a special delegation evening on Monday, June 13 to hear responses to its Program Viability report and recommendation. Members of the public interested in delegating the board were required to register by Tuesday (June 7).
