Starting May 1st, rates will rise by more than 30%. When the increases that took place just last September are factored in, this amounts to a 50% hike in tolls in just nine months, depending on the driving period. A commuter travelling during off peak hours between Highway 403 and Markham Road will now be forced to pay $1,190 more per year than he or she did in September. A trucker driving during offpeak hours between Highway 403 and Markham Road is going to be forced to pay an additional $3,570 a year. The Mike Harris government's response is simple: If you don't like it, use the already-congested public highways. Truckers, already hard-pressed by fuel prices that have recently reached'historic highs, are faced with the choice of return ing to our already congested public high ways or go out of business. This pretty much amounts to highway robbery for anyone wanting to use the 407. But this is an issue that affects everyone in the province, even if you live nowhere near the 407. Here's why. The Harris government rushed into a sale of the 407 to get $ 1.6-billion in quick cash to finance its 1999 campaign promis es. That deal is still shrouded in secrecy. For some reason, Mike Harris does not want that deal to become public. But we do know the government gave its friends at the 407 a blank cheque to raise tolls for the next 99 years. That's exactly what they are Letters to the Editor doing now. Why would Harris give the consortium a blank cheque? Exactly, what's in the deal, we still don't know. The answer seems to be that Harris was trying to maximize the price he got for the 407. In exchange for paying a high price, the consortium can raise toll rates as it sees fit over the next 99 years. There is another reason everyone in Ontario should be concerned about the 407. One of Harris' election promises is that any proceeds from privatizing public assets would be used to pay down our debt. You can look it up in his Common Sense Revolution booklet. But when Harris sold the 407 last year to foreign interests, he flat-out broke that promise. Instead of using that $1.6-billion windfall to pay down the debt, he put the money into general revenues. Now, we know the Harris government will present a budget May 2nd and, more than likely, it will be a balanced budget. (By the way, that's the first balanced budget in Ontario since 1989 when David Peterson was premier.) But Mike Harris has been running a deficit and borrowing money ever since he became premier in 1995. In fact, in the five years he has been premier, Mike Harris has driven up the debt from $88-billion to about $120-billion today. That's a triple-digit, billion-dollar debt for the first time in Ontario's his tory. So what do we have here? The govern ment borrowed money to pay for the build ing of the 407. In fact, Harris drove up Ontario's debt to its highest level in histo ry. He sold the 407 to foreign interests to pay for his unwise tax cut promise. Then, he broke his promise to use the proceeds to help pay down the debt. The 407 sale remains to this day a secret deal that -- for some reason -- Harris refuses to make public. We know almost nothing about the deal except that the private consortium has a blank cheque to raise tolls for the next 99 years. That's no way to run a government. Anyone who tried to run a business that way would have been bankrupt years ago. Ontario simply can't afford it.
