Wednesday October 18,2000 THE OAKVILLE BEAVER A7 COMMENT You can always spot someone from Wainfleet You know you're from Wainfleet if you're walking around this week slap ping yourself on the side of the head saying: "Huh? Whaddyasay?" As part of the Marshville Heritage Festival, 26 town criers spend a recent weekend scaring children in the quest to win the Ontario Guild of town Criers Provincial Championship. (Jealous that the town criers operate a more efficient communication system than they do, the people at Bell are already develop ing a comparable feature to sell you on this fall: call deafening!) Wainfleet's town crier is a leatherlunged guy by the name of Bob Hiel. As it turns out, the town liar is a 47way tie between guys who drink while they fish. And the town sire award goes to `Baby Bonus Gus', the guy in the house with the "Slow-Children Crossing" sign at the road...listing the population of that house at the bottom. Yes, we're a little different, we who live in the out-of-the-way hamlets across this country. But we are definite ly identifiable. At least one member of Green was invited to participate in a meeting between Planning Staff and the Nature Conservancy of Ontario. They requested and received a special meeting with the Steering Committee to make a presenta tion and were invited to make the pre sentation at the May 18th Public Information Meeting. Green also made a presentation at the June 26th Public hear ing and at the Aug. 8th continuance of that hearing. Lack of Discussion on the Motion: Council had spent three nights listening to public delegations and were approach ing 10 p.m. on Aug. 9th. It appeared to me that with a number of delegations still wanting to speak before we got to sum mations there was going to be little if any time to speak to the motion. I sent a mes sage to the Mayor expressing this con cern and asked for guidance. I also con sulted with staff. Her Worship sent a note to all mem bers of Council asking of their availabil ity to return on Aug. 10th. Initially I said no. But after realizing that perhaps I was the individual who made this impossible, I changed my mind. A motion to go Deyonfl me tiour of 11 p.m. did receive approval, but a subsequent motion to proceed beyond 11:30 p.m. lost because it did not receive the required two-thirds majority. Shortly after 11 p.m. with all delega tion and final submissions by Green, Hemson consulting and the Director of Planning, I was asked as the Chair of the Steering Committee to place a motion in the table. I included the changes to the staff recommendations that had previ ously been circulated to all members of Council as well as changes suggested and previously circulated by Councillor Jody Sanderson. No other amendments had been circulated nor was the Mayor appraised that any were forthcoming. With no ability to proceed beyond the witching hour of 11:30 p.m., no suggest ed dates on which to reconvene the meet ing and no speakers listed to debate the motion. Councillor Keith Bird proceeded to place a motion `to call the question." The motion carried by the required twothirds majority. The motion that I had moved was supported by eight of the eleven members present. Although this was the first time in my 20 years of serving on Council that a motion on a major item has been approved in this fashion, Council had very few options left at its disposal. Although my motion did not incorpo rate the exact wording of amendments proposed by Green in their position paper, I believe the wording encom passed the spirit and intent of their sub mission. It is time to stop the recriminations and move forward to achieve the com mon goals of the Town of and Green: to ensure that future growth proceeds in harmony with the identified environmen tal features., including a natural heritage link. We all want to be the best commu nity in the country.
