Achieving, then retaining, the AAA rating - the highest handed out by Moody's - has allowed the Region, area municipalities and Halton's school boards to borrow funds at the lowest possible interest rates. This follows the 1998 AAA credit rating reaf firmed by the Canadian Bond Rating Service. "Halton Region's reliance on pay-as-you-go financing, growth in taxable values and a rapid rate of debt repayment has allowed us to keep our debt low while undertaking sizable capital invest ments," said David Birkett, Director of Budgets and Fiscal Policy Services. Moody's rating Rationale states that Halton "continues to record positive results and a sound financial position despite the challenges posed by provincial aid cutbacks and local re-alignment." According to Regional Chair Joyce Savoline, Halton's sound financial strategy has allowed sta ble property taxes over the last six years despite changes implemented by the province and ongo ing grant reductions. Most recently, she said, a 3.1 % decrease in taxes for regional services was made possible for 1999. "Being able to control debt servicing costs has been a major factor in providing the flexibility to deal with the financial pressures that have faced the municipalities and school boards within Halton," said Savoline.
