According to Supervisor of Bylaw Enforcement and Licencing Commissioner Phil Bouillon, "additional dwelling units," as they‘re called, are not permitted under an existing zoning bylaw â€" whether they are located in the basement or anywhere else in a house. (A maximum of three roomers or boarders are allowed.) j Trouble is, these illegal apartments do exist, yet as it stands now the Town is virtually powerless to help those living in subâ€"standard surroundings. "The most we can do for the occupant is get them evicted," says Bouillon, explaining that the Town recently revised its property standards for legal apartments. A glance through the classified section of any newspaper might suggest the apartments are in fact legal, but Bouillon explained advertising them ‘does not contravene the bylaw.
