Friday, April 9, 1999 THE OAKVILLE BEAVER 5 Study reports: More people relying on food banks for longer periods By Amber Clarke SPECIAL TO THE BEAVER Halton food banks have transformed from emergency response establish­ ments to organizations providing food on a long-term basis to those without. A recent Halton Social Planning Council study, Halton Food Bank Study: Alternatives to Dependency, reports that while food banks have always been intended to be a tempo­ rary, short-term response to food inse­ curity, many people are depending on food banks on a long-term basis. The study also found the need for food banks has increased in recent years, and that the majority of house­ holds needing food bank services still go without. * "People are relying on food banks from month to month and year to year. For some this is their only source of food," said Lynne Russell, the author of the study. Russell is a Social Planner for the Halton Social Planning council and Volunteer Centre. "I definitely see the need continuing unless there are major government changes. It doesn't look like the situation will improve." Food bank use is directly related to income levels, and the study points out the increased number of food banks is directly related to the increased number of people living in poverty in Canada. "All food bank key informants feel that food banks will continue to be nec­ essary and may, in fact, be permanent institutions due to growing income dis­ parities and increased poverty. At the same time, they affirm that food banks are not the answer to food insecurity. Food banks are band-aid solutions," said Russell. Many people in Halton are poor and not able to meet their basic food needs. Of the 11 food banks in Halton, two are in Oakville. The majority of people using food banks in Halton are families with children. "Poverty in Halton increased even more dramatically than it did nationally between 1991 and 1996. In 1991,4,590 families in Halton were poor, compared to 7,140 in 1996, an increase of 52%," states the report. "One of the basic needs people have in common is the need for food. The study was done because we have seen an increase in food bank use," explained Russell. "After people pay for their rent and housing costs we are seeing that many do not have enough left for food. This applies to the work­ ing poor as well as those on social assistance."
