According to R. Murray Duncan, direc­ tor General of the AECB, the public con­ cerns that were considered did not warrant a full Panel Hearing under federal environ­ mental assessment legislation. In a report issued by Board staff, Canatom's operation "can be safely con­ ducted in the proposed location." It added, however, that the decision to allow such facilities to be located where proposed is the , responsibility of those levels of government (in this case the Town) which have jurisdic­ tion over land use and zoning. The report also said all transportation, packaging, labelling and handling proce­ dures will be in accordance with federal reg­ ulations which are based on international standards. "The type, nature and quantity of radioactive material Canatom proposes to be transported will not, in the opinion of Board staff, expose workers, the public or the environment to any undue radiological hazards even in the event of accident," said the report, which added that truck traffic near the Canatom site will not be increased significantly. The AECB report reiterated the position of Oakville Fire Chief Wayne Gould that Canatom's activities could be conducted safely at the South Service Road location. As for radiation, Board staff said Canatom must maintain levels outside the cinder block walls surrounding the facility's storage area at those "found in nature." To ensure compliance, a radiation monitoring system will be put in place. Periodic com­ pliance inspections will also be conducted to make sure the facility "continues to oper­ ate in a manner that is safe for the public, workers and the environment." Canatom must also issue quarterly reports to the appropriate regulatory agen­ cies summarizing everything from environ­ mental monitoring to equipment modifica­ tions.
