Ontario Public Service Employees Union (OP- SEU) president Warren (Smokey) Thomas blew the whistle on the prov- ince's secret facility in a Tuesday, Jan. 8 article in which he slammed the Ford government for alleg- edly calling police when union members attempted to engage warehouse workers in discussions about joining the OPSEU. Thomas said the 70,000- square-foot facility is oper- ating in an east Oakville industrial area and em- ploys what he estimates to be a minimum of 100 work- ers. He said the OCS is using a private company to oper- ate the facility, which has been responsible for the distribution of cannabis to fulfil online orders for thefulfil online orders for thef last few months. Thomas said his issues with OCS started after the Ford government was elected. According to Thomas there was an agreement in place under the Liberal government, stating the warehouse workers would become part of the OPSEU union. This did not happen af- ter the Progressive Con- servatives were voted into office in June 2018. "Everyone should make a living wage ... The ad that we saw, advertised pay up to $16 an hour," said Thom- as. "Everyone keeps drool- ing over the amount of money to be made in can- nabis. If there is that much money to be made, then why can't the workers at least be paid a living wage with benefits and a pen- sion, and they would have had that with us." Thomas said Halton po- lice were called after an OPSEU organizer engaged in a sign-up drive at the warehouse last month. Halton police said they were called to what they referred to as "a distribu- tion centre" on Dec. 12 after receiving a report regard- ing a suspicious vehicle and an anomalous pack- age the warehouse had re- ceived. Police said their investi- gation led them to two OP- SEU members. Officers emphasized that at no time did police direct anyone to cease con- tact with employees at the distribution centre. Police determined the package posed no risk to public safety and no charg- es were laid. Rumours have been cir- culating for some time about the presence of a cannabis distribution cen- tre in Oakville. The OCS has previously refused to confirm or deny the centre is present with- in the community and will not confirm whether the location Thomas has pro- vided is accurate. OCS Communications Manager Amanda Winton did say OCS has delivered more than 400,000 orders across Ontario since legal- ization on Oct. 17. Oakville Mayor Rob Burton said council only became aware that a can- nabis distribution ware- house was operating in Oakville in December, when senior town officials shared information from the provincial govern- ment. "Council and staff have respected the province's request that the location be kept confidential for reasons of security and employee safety," said Bur- ton. "There is no retail func- tion at the warehouse." Burton emphasized the OCS's online sales and warehouse are matters over which council has no say. The revelation that the OCS's online cannabis sales are distributed from Oakville comes as Oak- ville town council pre- pared to vote on whether to permit retail cannabis stores within the town. That vote, Jan. 14 at 7 p.m., at the Halton Region facil- ity at 1151 Bronte Rd., did not impact the distribution centre. Burton and much of the rest of council made it clear prior to the recent municipal election that they were not in favour of cannabis retail stores in Oakville.
