Police had been called to the gas station after re- ceiving reports of a suspi- cious man in the bath- room. When officers arrived the man reportedly exited the bathroom and the shooting started a short time later. The Province's Special Investigations Unit is con- tinuing to investigate this incident. The expandable baton was only used on a person twice in 2018, the same amount it was used in 2017. Pepper spray use was down with two uses report- ed in 2018 compared to four in 2017. Taser use was up in 2018 with 98 instances reported, an increase of 15 from 2017. It is important to note this figure includes 64 times when just showing the suspect the Taser was enough to get them to co- operate. Halton police did not solely rely on their weap- ons. Officers reported that for 2018 they used "soft"for 2018 they used "soft"f physical control tech- niques (joint locks, compli- ance techniques and block- ing) 39 times, up 21 instanc- es from the previous year. "Hard" physical control techniques (punches, palm strikes, kicks, knee and el- bow strikes, and ground- ing techniques) were re- portedly used 18 times, an increase of six instances from 2017.from 2017.f In his report to the board, Halton Police Chief Stephen Tanner discussed the increase in use of force incidents. "Although there were several significant inci- dents in 2018 that may have affected the numbers slightly, the move toward enhanced training for front line officers, namelyfront line officers, namelyf in the area of arrest-teams and deployment of added containment and response options (such as ballistic shields, conducted energy weapons and less-lethal shotguns) are likely fac- tors in this increase," he said. "Frontline officers are better equipped to handle high-risk situations and, unlike tactical teams, are required to report the de- ployment of use of force in- dividually." He also said that when dealing with persons in crisis officers are now be- ing put in a position to in- tervene and mitigate risk, where in the past they would be required to wait for support or specialtyfor support or specialtyf units to assist. "As the Region contin- ues to grow in population, and as our effective re- sponse to a multitude of situations continues to evolve, it is likely that these use of force statistics will continue to trend up- wards," said Tanner.
