In January 2019, the On- tario Provincial Police an- ti-rackets branch received a request for assistance from Halton police in rela-from Halton police in rela-f tion to recent allegations of improprieties involving the 2018 regional councillor election for Ward 7. The OPP were request- ed to lead an investigation so as to avoid the appear- ance of a conflict of interest given Oakville Mayor Rob Burton is the chair of the Halton Regional Police Board. On Thursday, May 23, the OPP announced that with the assistance of Hal- ton police, the investiga- tion has resulted in three Oakville residents being charged. Balwant Singh, 50, Na- nak Parmar, 72, and Nir- mal Parmar, 62, have each been charged with corrupt practice under the Munici- pal Elections Act. Nirmal and Nanak Par- mar are the mother- and fa- ther-in-law of Oakville Ward 7 town and regionalWard 7 town and regionalW Coun. Pavan Parmar. OPP Staff Sgt. Carolle Dionne said the charge these individuals face es- sentially means they are al- leged to have voted in Ward 7 when they were not per- mitted to vote there. The OPP would not com- ment on exactly how this alleged voting was accom- plished. The accused are sched- uled to appear at the Onta- rio Court of Justice -- Pro- vincial Offences on Palladi- um Way in Burlington on June 24. Coun. Parmar says her in-laws were Ward 7 resi- dents and has issued the following statement:following statement:f "I am shocked by these charges. Nirmal and Na- nak Parmar are my mother and father in law. They were absolutely residents of Ward 7 during the last election, and as such had every right to vote. They moved to the ward to live with me and my husband after the birth of my child in February 2018 to provide support with our newborn, this was well before I even decided to run in the mu- nicipal election. They re- mained residents of the ward during and after the election. Their licenses were also updated to reflect their residency. We do not understand how the police came to the conclusions that led them to lay these charges, however they will be vigorously fought in court and I am confident that they will be dropped." The Town of Oakville's director of strategy, policy and communications, Jane Courtemanche, said the town fully co-operated with the police during the inves- tigation. She said the charges now have to go before the courts, and the town will not comment further while this process is ongoing.
