The town's Director of Engineering and Construc- tion Jill Stephen provided an update on the project during the Monday, Feb. 24 meeting of Oakville council. She noted the project team has reviewed the construc- tion staging, materials, hours of work, options for additional crews and design changes to determine if any or a combination of these could significantly shorten the project schedule. The Downtown Oakville BIA has said the Dunn to Al- lan streets construction is keeping people out of the downtown, which is having severe economic conse- quences for area business- es. They have called for the project to be completed by Sept. 1, 2020 -- well ahead of the current mid-November deadline. Stephen said the project team has looked at three op- portunities to nudge the schedule in the right direc- tion. The first opportunity in- volves a design change for a new water main being in- stalled between Dunn Street and Trafalgar Road. The engineering and construction director said that to avoid potential con- flicts between the new wa-flicts between the new wa-f ter services and other utili- ties, the water main was proposed to be constructed in a deep trench. "However, if the water main can be constructed at a shallower depth, work will proceed more quickly and there is the potential to save three to five days on the pro- ject schedule," said Ste- phen. "We need to dig some test pits to confirm the eleva- tions of the other utilities in this section. If there are no conflicts, the design draw- ings will be updated and submitted to Halton Region for approval."for approval."f The additional cost of taking this approach is esti- mated at $10,000. The second opportunity involves completing side- walks more quickly by us- ing a "continuous pour" technique. Stephen said this tech- nique has the potential to accelerate the schedule by up to 12 days; however, this would have more impact on businesses -- requiring town staff to see if each busi- ness on a block would be willing or able to, for one day, allow customer access through a back door or re- main closed until the con- crete pouring is complete.
