The resolution was carried. * Mr. ROSS, in moving the second read ing of his Bill to amend the Municipal Act, explained that it was intended to meet a change made lust session. By the Municipal Act all municipal debenture by ' laws had to state a certain rate for interest I and sinking fund, but last session it was enacted that a certain sum should he stated to be set aside for this purpose. , Some municipalities' had passed by-lnws :since that time under the old Act, end t such were now illegal. His Bill was in. l tended to legalize such bylaws.
