It was stated that ' some justices of the peace were in the habit 3 of tittnityeyrr.t,ytt in blank, and that con- t stables in this't'y' often made unnecessary arrests. It police 'magistrates paid by not nry had on: ullve jurisdiction in the county, no they how hsve in cities, there would he no tarmtrtation to make arrests for the sake of the fees. As far as the County Coun. cil was concerned it had to pay the costs of cases which were discharged. The Council wns thus directly interested financially. In fact the whole object of the deputation was on attack upon what is known as thehureau system. The Attorney-General intimated t tat he saw no objection to the proposition and would awfully consider it. Huron? ox Motil'IT.tLH. The daily cost of inmates each was 75 cents in 1891 and 71 Cents in 1890. The increaee arises partly from a number of new institutions being rmdntain. ed at a high tigure, considerable amounts having been charged to maintenance which might operly be charged to capital, while the higirprice ot meat, etc., in the early part of the year accounts for the rest. The proportion of the Government grant to the total maintenance decreased from 36 per 1 cent. in 1890 to.52 per cent. in 1891.
