The Curious Arguments Used / by Mr. Marter. | | THE FREE LIBRARIES ACT AMEXDED--RAIL-- j I wWAY sSUBSIDPY WANTED--THE PRO-- TECTIONX OF BEES, ToroxTto, April 5, 1892 In the Legislative Assembly to--day the following bilis were introduced and read a first time :-- Mr. Guthrie--To amend the act respect-- ing municipal institutions in outlying dis-- tricts. Mr. Clarke--To amend the Registry Act; also, respecting police offlicers. Mr. Mowat--To amend the law of evi-- dence,. | Mr. Gibson (Hamilton) presented the re-- | port of the inspector of houses of refuge, l eto. | The following: bills were read a third time :--To amend the law relating to mort-- main and charitable uses ; to confirm by-- laws 76 and 77 of North Toronto ; to incor-- porate the Hamilton, Grimsby & Beams-- ville Electric Railway Co.; to amend the act respecting limited partnerships ; for the Erot@ction of persons employed in places of usiness other than factories ; to incorpor-- ate the Town of Sudbury ; to incorporate the Town of Mattawa ; to incorporate the C"fi]' Lanark & Almonte Railway Co. r. Mowat's bill respecting the use of tobacco by minors was amended by adding a clause to the effect that the act shall not apply to a sale to a minor for a parent or guardiar at the written request of such parent or guardian. Mr. Gibson's insurance bill was amended by the addition of several clauses relating to the insurance of mimors. One clause provided that the contract of insurance made by a minor over fifteen years of age shall not be invalid by reason of such imin-- ority. This was inserted because a great many insurers in fricndly societies are minors. Mr. Guthrie suggested that the bill should be amended so as to give an easy and cheap appeal from the decisions of the inspector of insurance to a Divisional Court. The bill was so amended. The committee then rose,. _ Mr. Tait moved the third reading of the bill to incorporate the Toronto & Ashbridge Bay Improvement Company. Mr. Mere-- dith objected because he had not had time to read it yet. _ Mr. Tait said it was some time since the bill left the committes, and | it was necessary that the bill should go ! through as soon as possible. _ Mr. Mowat | said the request to allow the bill to stand | was not unusual, and suggested that the | third reading shoulid be postponed, which was done. Mr. Ross moved that the House approve | of certmnin agreements between the Educa-- | tion Department, the Township of York | and ths City of Toronto regarding the use | of sewers, etc. The motion was adopted. _'
