W H ITN EY SECONDS.} An Enthusiastic Exhibition of Loyalty. w sexsmnemetenmeg b The National Anthem Sung by the Mem--| bers and the Galleries -- Routine Prco:-- ceedings--Passes Accepted, | Legislative Chamber, April 8. Hon,. Mr. Gibson moved the second' reading of the bill to encourage the manufacture of railway steel and iron | in the Province. He pointed out that it } was quite possible the provisions of the | bhill would never become operative. But | If it should turn out that blast furn-- I aces in the Province branched out into | the steel--making industry, as it is hop-- | ed will be the case, it will be of great ' advantage to the Province, and an en-- | couragement to the industry. -- At all } cvents a portion of the 'aid given to railways shall be in the shape of steel ' rails or ilron products used in their con-- struction. He had some hope, also, that | possibly the Dominion -- Legislature ' r.ight make similar provision 'that | would without the sacrifice of one iota ' of interest on the part of the Province | do a great deal towardg encouraging the industry. 'The smelting or blast" furnace company at Hamilton has | been in operation during the past year and 25,000 tons of pig--iron of the best iA quality had been produced. One draw-- ;s back in connection with the--industry at p present is the want of some particular & quality of ore which has not been + found, or, at all events, has not been it practically available in the Province | up to the present. The necessity for | bringing in ore from the other side is to be deplored, and he trusted that the difficulty would be surmounted when the railway accommodation in the northwestern portion of the Province 3 is extended west of Port Arthur ints ®a . 2 district where it is reported that the exact quantity of iron ore that has so far been wanting can be, it is said, ob-- tained. If the company enlarges its uperations to embrace the production of steel it will be a very great benefit to the Province. Mr. Wh'tney expressed his very great pleasure at hearing the warm protec-- tion speech of the hon. the Commis-- sioner of Crown Lands, which he ac-- cepted as only another evidence that ' hon. gentlemen opposite are falling into line upon a policy of protection and . encouragement of industries. Mr. Stratton inquired whether it is the intention of (the Government to grant permission to the Osgoode Hall Athletic Association to use the grounds at old Parliament buildings for football snd lacrosse. He urged that permis--| sion should be given. ' 1 _ Mr. Whitney could see no reason why | this permission should not be given. _ The Attorney--General replied that it was not a question of a single applica-- tion, but of a number, and the Govern-- ment could not make invidious distinc-- tions, therefore they had been com-- pelled to refuse permission. This afternoon's sitting was the dull-- est of the session, and the near ap-- proach of prorogation appeared to make the members_feel this, so that few of ' them MWere in their places. The bill re-- specting loan corporations was again 'reterre' back to Committee of the Whole, . and amended by adding a clause empowering companies to pass " by--laws &Bsolutely prohibiting them-- ~| gelves. lending on their own shares. .
