Mr. Stratton's Report as to the Cost of Printing--A Bill Touching Re-- counts, Parliament Buildings, March 17. Among members of the House there is a growing objection to the continu-- | ous advance of 'the bonusing system. This was manifested in the short dis-- cussion which took place this afternoon on the motion for the second reading: of Mr. Pattullo's bill to amend the municipal act by repealing thé clause empowering municipalities to grant ex-} emption from taxation to industries.. Mr. Pattullo made a strong though comparatively brief speech on the mo-- tion, referring not only to the question of exemptions but to the general one of bonusing. He was followed by other members, who, like himself, stated in the strongest possible tex"ms that the ; time had arrived for the placing of re-- strictions upon municipalitiese which, | in spite of the warning of others, in-- sisted on bolstering up industries, many of which sooner or later were bound to_ go to the wall. The matter was also pretty thoroughly discussed in the Private Bills Committee, where bonus bills have been numerous during the past few days. | Cost of Printing. i Mr. Stratton introduced a report from | the Printing Committee, which recom--| mended a number of changes in the printing of reports and bills, with a view to reducing the expense. By omit-- ting the statistical tables from the Re-- gistrar--General's report and present-- ing the information in condensed form a saving of from $400 to $500 a year might be effected. A large reduction might also be made by condensing the report of the Board of Health and other departmental publications. An un-- necessary number of private and public bills were printed with 'the result -- that they were carried away in basketfuls as waste paper. It was proposed to limit the bills to be furnished to each member to two, ex-- cept in the case of the more important
