The arrangements are now that the Jrrorotrtrtion ceremonies shall take place on Monday at 3 o'clock. On the motion for the third reading ot the railway bill, Mr. \Vhitney, in his customary vig- orous style. denounced the grant as a phenomenal steal. and as a crime on the part of the Government. He was followed by Mr. Conmee, Mr. German. .Mr. Pattullo and other Government members. who pointed out the absolute necessity of the railway in order to the opening up of the country. and the stringent provisions of the agreement.
