He reviewed the estimates of the agricultural department, and had a pas-- sage with Colonel Matheson over the increase in expenditure, which the Trea-- surer placed at $114,000. But this was exclusive of the supplementary es-- timates, or there was no meaning in all the deputations that waited on Min-- isters. He justified the $10,000 grant to Ot-- tawa University, and complimented Dr. Pyne. _ The highly--educated man -- was not always an all--round man in matters of execution. In this connection he said he could not agree with the praise showered by a previous speaker on the former Temis-- | kaming Railway Commission. _ He re-- 'called a time when the commissioners instead of running a railway were run-- ning a bye--election in North Renfrew. (Government applause.) Some of those same commissioners had been appli-- cants for mining lands along the line, and the engineer in control was a hold-- er of mining lands in a dispute settled as to title by the late Government. The Claims of New Ontario. | Proceeding, he favored an independ-- ent audit of the accounts, and said he proposed to give the Government some advice as to thei@e policy toward new Ontario. MHis first point was that a 'larger proportion of the revenue deriv-- !ed from new Ontario should be expend-- |led on that part of the country and not on older Ontario. Then the timber 'policy should be crevised. Pine timber is now sold by the square mile, in ad-- dition to the bonus, rental and stump-- 'age dues paid. _ He contended that the timber should be sold by the thousand feet, measured after the cut. Mr. John Argue of Carp, Carleton county, has been appointed a factory inspector in place of Mr. O. A. Rocque, whose services . have been dispensed with. _ Mr. Rocque was fifteen years in the service. A request for his re-- signation by the former 'Minister of Agriculture was not complied with. His successor has been prominent in busi-- ness and politics on the Conservative side in Carleton county, i Private Bills Committee. Chairman Carscallen of the Private Bills Committee is indisposed to sanc-- tion--he would not say reckless--but any improper expenditure on the part' of municipalities which exceed their au-- thority. The matter came up yesoerday* morning over the bill to consolidate the: floating debt of Meaford. _A recent| Council had borrowed money to de, the satreets, and was umutex for tf\':il-: legal procedure. The new Council found itself with the debt on its hands, and | no means to pay it, and this item of $2,--' 150 was part of the $10,000 covered by the debentures for which the Bill pro-- vided. _ "The money was well spent," said Mr. MacKay. "That is not the question. _ The money is usually well spent. -- Rut shall we sanction such proceedings when the authority indicated by the act is ex-- ceeded ?"
