Government to Take Power to Issue Wholesale Licenses, and Are Pledged Not to Issue Them in Local Option Districts-The Prospectus Bill. l The Legislature, in Committee of the Whole, yesterday afternoon took up the license bill, and after the consideration of the greater number of the clauses and making some amendments reported it. The Government will issue whole. sale licenses, this power being taken to insure that none shall be issued in local , option districts. The term before a new ', vote can be taken on local option was F settled at three years. A smart debate I occurred over the three-fifths clause, l which stands. l The Prospectus Bill. 3 On the third reading of Mr. Hoyle's ' bill respecting prospectuses Mr. Mackay I renewed his suggestion that the clause , by which all stock sales shall be deemed to be induced by the prospectus of the . company should be amended by adding i the words "as against the company." Hon. Mr. Hanna intimated that this had been adopted. Another point brought up by Mr. MacKay was that no _ subscription tor stock induced or obtain- l ed by verbal representation should be binding unless the purchaser should tirst have received a copy of the prospectus Consideration of this was adjourned. Hon. Dr. Pyne's bill authorizing cer- tain payments under the public libraries 1 act was read a third time. On motion of the Premier it was de cided that the House should on Tuesday' next consider in committee the resolu- 1 tions necessitated by the university bill. 1 More Amendments to License Act. On the House going into committee on the new license act the following amend- ments were announced by Hon. Mr. Hanna, among a number of others of minor importance c--- The Government 'take the power to issue, wholesale liquorsJieenses As they have pledged themselves not to issue such licenses in local option districts the clause is intended to insure the fulfill- ment of this pledge. The duration of the local option by- law will be three years, as at present, before which no new vote can be taken. The provisions for determining popu- lation or the purposes of the act will not go into force until January l, 1907, so t at they will not sheet this year's licenses. In case of emergency a licensee shall have power to engage temponry male help. not licensed or otherwise oetsifled in the act, but not for more' than two days in each month. A sub-clause was added providing that where licensees had been mrtitted not to sell liquor to certain persons, such per- sons, if they loitered on hotel premises and attempted to get liquor after being warned away, shall be liable to a pen- alty of not less than $10.
