By looking at the map one could easily see me ano- maly created. West Bi'uve starts at Southampton, away in the north of the peninsula, and runs as far south as Lucknow. With the exception of two municipalities all sections of the proposed new riding gaw- l.ihoral ma- Jorities at the last Provincial election ranging from 8 to 29r, and on the basis of that Vote the Liberal major- ity would now be 1.021. The gerry- mander would give, by the same method of figuring, a. Conservative. majority, of about 24:', in the North riding and 7 in the South riding. Penalizlng the Liberals. Liberals Denounce Redistribution Bill in Legislature - Flagrant Cases in Bruce and Grey-Slight Changes Made "You are simply penalizing the County of Bruce because it conttuit- ted the crime at the last auction or returning three Liberals," said Mr. Howell in a vigorous denunciation of the proposals. Six years ago when a redistribution measure was up there were two Conservatives in the House from Bruce county and om- Liberal and there was no suggestion of a change. "The proposals of the Gov,. ernment now constitute a gerrymand- er of the grossest character." Dealing with the situation in To- ronto, Mr. Rowell said there was absolutely no excuse for perpetuating the A" and "B"'seats. There was no reason why Toronto should not be treated as every other 8H7ti0n of the Province and suhdiVidml so as to give each member a. seat of his own. The only reason for retaining the existing Mr. Dumas ropliod that evnry word that Mr. Rowell had said about the hiving of Liberals in Firm-o could b0 said in the reverse about the hivinq of Conservatives in Kem and Lamb- ton counties. FRIDAY, APRIL 24, 1914. arrangement was. if possible. to Dre- me the Liberals having a represmi- tative from the city of Tormuu. Because it was not possible to sub- divide Toronto into ten seats fairly ssithout giving the Liberals an oppor- tunity to win one or more of the seats. replied Mr. Howell. Even Con- Hm-x'utiw newspaper's were protesting against the perpetuating of the pre- sent method. In support of this he Huolod from The Toronto World: "It is rather a melancholy reflection for How Would it hut]! if mum member had his; own seat '.' Mr. Luras asked. Absurd Pvoposttis for Toronto. i'rrnrwtiatives that the party docs not fool strong enough in Toronto to risk such an urrangomrmt of the Provin- vial tidings as would give every citi- zen the same chance with his vote thut other citizens have in other con- stituencies of the Province." Mr, Rowell submitted an amend- ment to the Toronto clauses that the wity he subdivided so as to give each riding one member. but it was rotcd do1sn. In South Grey, Mr. Howell pointed nut. there was a substantial Conser- vative majority. The changes were to transfer municipalities which gave a. Conservative majority m the last elec- tion to the South riding to lessen the chances of the Liberals winning that seat. Jockeying in Victoria. Cot cring these objections formal amendments were moved by different Liberal members, but were voted down in each case. Coming to Grey county. the Liberal louder said that what was being" done in North Grey was to take out two municipalities, one of which was un- der local option and the other with- out a license. and which, together gave a Liberal majority, and in place of these they were putting into North ojcy two municipalities that had a substantial Conservative majority and had both voted against local option. As it now stands North Grey has no license whatever, and the only ob- ject of this shifting of' population in North Grey was to endeavor to pre- vent the Liberals regaining the rid- ing at the next general election. Victoria was another instance, de- clared the Liberal leader, where the Government, was jookeying for posi- tion. The new arrangement is to be North and South. which is accom- plished by taking out of the old rid- ing of West Victoria two municipali- ties' which gave a Liberal majority in the last election of over 100, and in the. place of those it wan proposed to put four nmnivipaiities in which the Constrvative majority is about 150. The Liberal candidate in the last elec- tion had moved to Lindsay. He for- merly lived in the rural parts of the riding. where his support was the strongest. The changes to he made were clearly to manoeuvre him out of this support. The bill is now to be reported to the House. where tho turht against the gerrymander will be continued. (im-rynmmlor in Grey. In respect of the changes in EB.. sex. Mr. Bowman moved that Am- hertsburk and Malden be transferred from North Essex to South Essex, but this also was not allowed.
