'"'Much progress was made during the past year in the construction of the Queenston--Chippawa develop-- ment, which, when completed, will greatly increase the quantity of elec-- trical energy available in this Prov-- ince. Arrangements have been made for the purchase by the HMydro--elec-- tric Power Commission of the plant and transmission lines of the Elec-- trical Development Company. The |details of this important proposal will be submitted to you for your consideration and ratification. Pro-- jects for the construction and ac-- quisition of certain radial railways have been made the subject of in-- vestigation and the result of that in-- vestigation will be laid before you in due course. '"'The administration of the Ontario Temperance Act has been impaired by the traffic in intoxicating liquors both to and from this Province, but at an early date the question of the continuance of these conditions will be decided by a vote of the people. In the meantime steps have been taken to deal with the situation as it exists, and legislation will be initiated to render such measures effective. l "The work of simplification and codification of the statute law, in which progress was made last ses-- sion, will be resumed, and continued from time to time until this desirable _object has been accomplished. Your \attention will be directed to a con-- solidation of the municipal and as-- sessment laws and to other consoli-- dations for which preparations have been made. "The welfare of industrial workers is a matter in which all classes are deeply concerned. Under the legis-- lation of last session a minimum wage board has been established and a plan for the payment of mothers' allowances has been put into operation. These -- measures have met with general acceptance and give promise of satisfactory re-- sults. A number of recommenda-- tions for legislation for the welfare of labor have been endorsed by the International Labor Congress. In this connection certain measures will be submitted to you, and in order to facilitate the consideration of such matters you will be asked to appoint a standing committee on labor legislation which will afford the House the opportunity of hearing and weighing the views of all parties interested. The earnest desire of theo Government and the people of the Province is that your legislation will promote harmony and progress in our industrial relations. "It is a matter of much satisfac-- tion that the financial strength of Ontario is so well recognized by the investing public as to enable the fovemment to secure advantageous erms on the money market for the securities of this Province. This fact was demonstrated in a remark--| able way by the success of the recent | Provincial loan. While the expendi-- ture of the Government under ex-- isting conditions of high cost and ex-- panding undertakings has of neces-- sity increased, the revenues are suft-- lnclently buoyant to meet the public requirements. And urban primary schools, as well as the secondary schools of the Pro-- vince.
