Mr. Raney ex--| plained to the House that the scope | of the act was precisely indicated in | the title--it was to repeal the pre..s-l ent act. It would remove all legis-- lative authority for appeal from this | * Province to the Privy Council. Tech-- nically there would remain the prerogative right of appeal and the right to appeal to the Supreme Court at Ottawa. f ' The new act, if? passed, will not 'abolish altogether appeals to the \Privy Council, but will make it | inecessary for all appeals from On-- 'tario courts to go to the Supreme \Court at Ottawa before the litigants l can apply for leave to appeal to the} |Privy Council. At the present time '!appellants in Ontario can pass by the | |Supreme Court at Ottawa and go | ' direct to the Privy Council. | The abolition of appeals altogether j \to the Privy Council can be brought | rabout only by legislation enacted by | 'the Dominion Parliament. | Six Measures Are Introduced in Legislature by At-- torney--General Atiorney--General Raney yesterda,\'i introduced into the Legislature six bills on insurance matters, which | will embody the recommendations of | the Select Committee on Insurance,! which made its report yesterday. Of these bills, the first, respecting automobile -- insurance, . prescribed statutory conditions for these poli--l cies similar to those already provided ; for fire insurance policies. The onei respecting accident and sickness in-- surance was along the lines already agreed upon by the associated auper-' intendents of insurance, while the! bill respecting reciprocal or interin--| surance recommended and provided for the organization and licensing of a form of mutual insurance. The bill respecting insurance agents, brokers, and adjusters embodied the recommendations made some time ago in the report of Mr. Justice Mas-- ten, as did also the bill respecting insurance rating bureaus. \ The sixth bill, to amend the On--] tario Insurance Act, contained gen-- eral amendments relating to old--age insurance by fraternal societies, gen-- eral penalties, underwriters' agen-- cies, valuation of life insurance con-- tracts, records of fire insurance pre-- miums and losses, holding of real . estate. by insurance companies and \ fire insurance companies as collat-- l eral security in mortgages. ---- _ _ Mr. Raney said that the six bills 'were introduced in the way they were because each dealt with a sep-- arate subject, and it was best, per-- l.haps, to have them all self--contain-- led.
