Premier Fer-- * guson pictured the proposed civic de-- velopment, the sweeping approach to the Parliament Buildings that was made possible by the legislation, He thought that it was fitting that the Government should bring in such a bill. a "But," said Aurelien-- Belanger (Liberal, Russell) '"would not the proper thing be for the Government to .confer with the corporation, and let the authorities bring the bill here ?" Mr. Ferguson explained that there had been a conference some time ago and '"an understanding" had reached. Liberal Leader Sinclair thought that the City Had already all the powers necessary to provide for an extension of the avenue. "Of course," said he, "we all hope for the develop-- ment." But he foresaw that if it went through it might be, because of this bill, "one of the things laid to the credit of the Ferguson Government rather than to the initiative and fore-- sight of the City Council of Toronto." Four other Government measures were given second reading. They were: To amend the Mining Act: the Natural Gas Conservation Act: the Trustees Act, and the Municipal Act.
