Th \ department, the Minrister emphasized, | was trying to devise a plan to avoid in the pulpwood situation the mistakes ; made in the administration of the tim-- ' ber wealth of the Province. Mr. Finlayson believes there will »> no trouble with the pulpwood men in carrying out the provisions of the act. This was gathered from his re-- marks a moment or two after bringing in the measure. Having explained the Pulpwood Supply Bill, he introguced another bill, to be entitled the Provin-- clal Forests Act, 1929. "This," he said. "is another effort to place the timber on a better basis. With the concentra-- --tion of wealth in the newsprint indus-- --try, such wealth is prepared to do al-- »most anything on the sustained yield ' basis. But it is different with the tim-- 'ber companics." The chief proposal of the measure, he said, is to have all puip-- wood companics file with the depart-- ment, on or before Sept. 1 next, an elaborate statement of finances, in-- stalled capacity of plants, raw material anc sources, and a plan for placing the puipwood supply on a sustained yield basis. To Study Statements. The full name of the company, iand the names of all subsidiary com-- panies, or holding companies, carrying \ on business in connection with the said | company. "8. Particulars of any other lands in Ontario containing pulpwood held in fee or under leases or contract from anybody other than the Crown in the | right of Ontario. _ _"9. Particu'ars of the various plants of the company in Ontario showing the installed capacity of such plants. . The Pulpwood Supply biil specilies that the company specified in the clause requiring the filing of a statement shall mean and include a company operat-- ing in connection with the holding of pulpwood or pulp lands, or the manu-- facture of such wood into pulpwood, paper or any kind of other product of pulpwood, and a firm, partnership, or individual, carrying on such work in Cntario. f "3. The names of all companies, asso-- ciations, syndicates, and other organiza-- tions taken over by the said company or from whom the said company has purchased or acquired pulp lands or pulpwood in the Province of Ontario. "7. Particulars and a description of all leases, areas, concessions, grants, or lands held under contract, containing pulpwood in Ontario, cither freehold or leasehold, or held under any license or contract from the Crown in the right of Ontario. "2. The date of incorporation of the company and a statement of the au-- thority under which said company was incorporated. Associations and Syndicates. "5. The paid--up capital of the com-- pany. "6. Particulars of all bond issuecs or debentures of the company. "4. The authorized capital of the company. 10. Particulars of the quantity of pulpwood used in each of the years 1917 to 1928, inclusive, in each of the plants of the company in Ontario. "12. Statement and particulars of the amount of pulpwood purchased by the company from settlers in Ontario in the said years 1917 to 1928, inclusive. "11. Statement and particulars of the amount of pulpwood cut by the com-- pany from its various holdings in On-- tario during the said years 1917 to 1928. inclusive. "13. Statement and particulars of the amount of pulpwood purchased by the company from sources outside On-- tario and brought into Ontario during the said years 1917 to 1928, inclusive. "14. Statement and particulars of | the kinds and quantitiee of pulpwood,| pulp, paper or products from pulpwood | exported, with the names cef the coun--| tries and persons to which such kinds| and quantitiee were exported during the years 1917 to 1928, inclusive. Maps of Holdings. "15. A map showing all the areas or holdings of the company in Ontario and showing thereon the cut--over areas and the areas containing standing tim-- ber, and the nature, character, and cx-- tent thereof. "16. A statement with particulars of the amount of pulp, paper craft or other commercial products from pulp-- wood of various kinds produced from the various plants of the company in Ontario in the said years of 1917 to 1928, inclusive. "14. An cestimate of the quantity of an annual return of operations for the ipx*evious calendar year, containing such |details as the department may require 'from time to time. Upon the recom-- !mendat.ion of the Minister, the Lieu-- |tenant--Governor--in--Council may make | regulations deemed necessary for car-- |rying out the true intent of the act. | _ In a "penalty" section, the bill says that every company guilty of a breach of the act, or of regulations made there-- under, or of any direction or order of Ihhe Minister, shall incur a penalty of not less than $100 per day for each day of the neglect, default or breach, _ Companies may be further taxed for |the carrying out of the act, for the measure says: "The Order--in--Council may provide for a source of revenue |for the purpose of carrying out the | provisions, and placing the supply of |pulpwood on a sustained yield basis, jand an addition may be made to the |dues payable by all companies in On-- |tario of a sum not éxceeding twenty-- |five cents per cord on such quantities as are cut and returned by the com-- pany under the terms of its contract with the Crown, for the general ex-- to be recovered by the Minister in court action. Moreover, such a breach is to be regarded as a breach of the original contract or lease under which the company operates, and shall be penses of the department in the conser-- vation of pulpwood and the carrying out of this act." The bill also provides that each com-- pany be required to file with the de-- partment before each first of March, | _ _The bill further states: "On the re-- iceipt otf the said statements the depart-- ment shall study the same, individually l:'and collectively, and may submit the same to the Forestry Board for approval or recommendation, and, if necessary, ,shall hold conferences with the officers and foresters of the companies from 'time to time, and shall devise some gen-- 'eral plan to place the pulpwood supply {of Ortario on a sustained yield basis so that the industry may have an as-- |sured source of supply. If it is con-- |sidered necessary the Province may be |divided into sections for the purpose |of working out the said general plan, or a plan for any individual company. The said plan or plans may be brought lntol force at one time or at different times.' ias may be found necessaty. Upon the 'completion of a general plan for the| \Province, or upon the completion of a 'plan for any area or any individual company, the same may be authorized |by an Order--in--Council, and upon be--| 'ing so authorized shall have the same | effect as if it were set out in detail in | ' this act." |_ _ The filing of statements by Sept. 1 is not a rigid provision, for the Min-- |ister is empowered by the bill to extend |the time limit. He is further given |the right to fix the size of trees to ,be cut, and control the cutting of any company for the purpose of conserva-- tion. Two sections provide for the estab-- lishing of spruce or other pulpwood nurseries, and the planting of stock. Provision for Taxation. The said plan may provide for a period of five years in which the plan or scheme is to become effective, and shall set out the details of such plan in full and the source and means of supply and the annual consumption to be provided for the company. The said plan shall also show the rate of natural growth on which it is based and the provision it is supposed to make for further supplies so that the company's supply of raw material may be main-- tained on such sustained yield basis."
