William Finlayson's "Pulpwood Conservation Act," which occasioned so much debate in the HMHouse on second reading, went into committee yesterday aftermnoon, and emerged labelled "prog-- Fess reported." In fact, in proceedings which were marked chiefly by discussion between the Minister and W. E. N. Sinclair, Liberal Leader, who had so vigorously attacked the Government before, all but a few sections of the bill were car-- MHed. The others were, on the sugges-- tion of Mr. Sinclair, "held @ver'" for a revision which, according to the Lib-- eral Leader, will "clarify'" them and put them in "concise" language. One section in particular which is to be considered again was the lengthy paragraph providing that the depart-- ment receive plans from companies for putting the industry on a sustained yMield basis, and for the consideration c these proposa's, Several times in this section it was said that such and such *""'may'" be done. Mr. Sinclair believed Lhe intentions of the act should be more to the point than that provided for in such phraseology. To Ameliorate Program. Mr. Finlayson emphasized yesterday, as he had at the time of second read-- ing, that he was convinced that old newspapers would have to be remanu-- factured into newsprint to ameliorate the problem of newsprint supply. The Minister also explained why the department wanted a statement from companies as to their holdings. While what they held of Provincial land was known, some companiecs had "Indian lands,"* and others "railway lands" through old leases. Colonel J. A. Currie (Conservative, Toronto--St, Patricks) raised the ques-- tion of the nationality of foresters em-- ployed. The Minister stated that while this involved a delicate problem, com-- panies were urged to employ Canadians. The committee extended the time pro-- vided by the bill for the receiving by the depertment of statements from .companies to Sept. 1, 1931. The bill respecting the boundary be-- tween Manitoba and Ontario went through the committee stage with little discussion. Six other bills were given second reading. Revise Revised Statutes. Half a dozen new measures were in-- troduced yesterday. One of these, brought in by Hon. Dr. Godfrey, an amendment to the Pactory, Shop and Qflice Building Act, is to revise the Re-- vistd Statutes. In revision of the Sta-- tutes, an obvious error was allowed to slip in, and, according to the act as it stands now, factory owners may employ 14--year--oid boys As this was not in-- tended by the act, the new measure . clears up the situation. An amendment to the Vital Statistics Act was explained by Dr. Godfrey yes-- terday to make legal what is now being done in Toronto.
