Last year they totalled $13,556,000, and the estimate for 1933 is set at $17,135,000. Expenditure Totals. The total of ordinary expenditures for the year ended Oct. 31, 1332, is $56,236,031.32, and the ordinary rev-- enue $54,175,233.01. A financing feature of the 1932 Budget is seen in the funding of four-- fifths of the direct relief cost ($3.-- 230,000), but for 1933 the Government intends to go further and charge the entire amount to capital, an estimate for which, $7,200,000, is set up in the capital forecast. The only offset seen in the capital revenue estimates is an amount of $550,000. The only tax added to bring more | money into the Treasury is that of A | 10 per cent. surcharge on succession | duties, and it is hoped by the Gov-- | ernment that this and large death dues will increase this form of income by $2,363,000. Three great drops in | other estimated revenues, however, cut | derply into this added estimate; they | are: Liquor profits, $3,760,000; lands | and forests (timber, etc.), $1,101,000; | and gasoline tax, $1,240,000. | The Province of Ontario operated at a Geficit of $2,060,798.31 for the fiscal year ended Oct. 31, 1932, and will face a further deficit, estimated at $2,952,000, when the present finan-- clal year ends, an analysis of the Budget brought down yesterday by Premier Henry reveals The gross public debt of the Province increased during the past fiscal year by $53,-- 751,892, and is now placed at $572,-- 318,393.01. Efforts at retrmenchment by the Henry Government failed to keep pace with the loss of revenue last year and, although it presents an estimated net departmental saving in ordinary ex-- penditures for 1933 of $3,891,000, the total net revenue expected for this year is down by $4,065,000. Succession Duties Surcharge. The larger expenditures included debt charges, $13,556,246.88; education, $11,720,718.28; Health Department (mainly hospitals), $5,870,270.53; high-- ways, $3,865,847.02, and Public Wel-- fare (mainly old age pensions and mothers' allowances), $3,613.378.68. Other expenditures by departments or special accounts were: Lieutenant-- Governor, $3,630 (part year); Premier, $177,574; Iegislation, $350,675; Attor-- ney--General, $2,550,481; Insurance, $64,537; Lands and Forests, $1,835,078; Northern Development, $2,147,322; Mines, $338,238; Game and FPisheries, $562,093 ; Public Works, $693,034;, Labor, $315,440; Provincial Treasurer, $973,979; Auditor, $113,022; Provincial Secretary, $9314.488; Agriculture, $2,-- N17,618; miscellancous, $589,409; re-- fund, City of Toronto fines, $356,890; direct relief (ons--fifth), $808,470; ad-- justment with Federal Government on old--age pensions, $567,120; and ex-- change on United States funds, $2,330,463. Statement of Revenues. COSTS OF RELIEF CAPITAL CHARGE The total of capital and loans and special funds, estimated for 1933 by dopartments and services, was $28,-- 877,000. Capital--Education, $632,-- 000; Lands and Forests, $405,000; Northern Development, $940,000 ; Mines, $2,000; Game and Fisheries, $35,000;: Public Works, $820,000; Highways, $1,980,000; miscellaneous, $49,000; unemployment relief (direct), $7,200,000; board and settlers' camps, $2,336,000, for a total proposed capital outlay of $14,399,000. . _ . _ The loans and special funds total $14,478,000, and are as follows: Hydro-- Flectric Power advances, $3,040,000; agriculture, drainage and other funds, $9,391,000; old--age pensions and mothers' allowances, chargeable to Ottawa and municipalities, $1,425,-- 000; Public Service Superannuation Fund, payments $550,000; other funds, repayments $72,000.
