The -- Lieutenant--Govornor--in--Coun-- cil is given the fullest powers under the bill to meet almost every situation which may arise and to make any agreements with the Dominion Gov-- ernment which may be found neces-- sary. A bill to amend the Game and Fish-- eries Act provides that starlings shall be included among birds that may be slaughtered withort incurring a penalty; that farmers' shooting li-- censes are confined to counties or ter-- ritorial districts in which they re-- side; that trespassing provisions shall include fishing as well as hunting; and that dogs be prohibited in the hunting of mink and otter. Several other minor amendments passed by committee are included. NEW REGULATIONS _ FULL STUDY LKELY FOR TRUCK DRIVERS _ OF INCOME TAXES -- PROPOSED IN BILL -- 1N MUNICPALITES -- No operator or driver of a commer-- cial motor vehicle shall work more than a total period of ten hours in twonty--fou?r consscutive hours, pro-- posed legislation introduced in the Ontario Legislature by Earl Hutchin-- son (Labor, Kenora)» provides. Such period of teon hours shall include the time in which the cperator has beon engaged in any other work for him-- self or any other person. Bills to give effect to several iterms passed by committees during the ses-- slion were introduced by Hon. Wi!l-- liam Finlayson. They affect the As-- sessment Amendment Act, and the Municipal Act. Municipal Ccouncils are authorized, with approval of the Municipal Board, to issue debentures for a term not ex-- ceeding ten years, for direct relief and for work for unemployment relief, in a bill respecting relieft measures in-- troduced by the Minister of Labor. The municipality will not be required to have the assont of the> electors, i{f the Municipal Board authorizss the issuc. It is also proposed that where any trip or round trip exceeds a dis-- tance of 200 miles, the employer shall place not less than two opera-- tors in charge for the whole of the trip,. and no operator shall drive for more than one--half the distance or for more than one--half of the time. Penalties for contravention of the act are provided both for drivers and their employers. STARLINGS OU TLA W ED Labor Member Asks Two: Two Bills Sponsored by To-- Operators on 200-- ronto M.P.P.'s Defeated Mile Trips | in Committee A section of the bill gives the Liou-- tenant--Governor--in--Council the power to make regulations as to hours of work and periods of rest; as to the requirement of certificates of quali-- fication of physical fitness, and gen-- erally for the better carrying out of the provisions of the act. The committee approved Liberal House Leader Sinclair's bill to allow cities of 45,000 or under to have a Mayor and two Controllers to act as a Board of Control. At present cities over that population have the right to the Board of Control system, and it is now extended to all cities. It was indicated in the Municipal Committee of the Ontario Legislature yesterday that a complete study of municipal income taxes and assess-- ment therem would be made at the 1934 session of the Ontario Legisla-- ture. Members of the committee and Chairman Hon. William Finlayson voiced the opinion that the whole question should be studied, when the committee throw out two bills spin-- sored by local members for the City of Toronto. Indication was also given in com-- mittee that the approved bill setting The defeated measures were the bill which sought to define the hcead office of a corporation for income tax pur= poses: and that to assess holding companies on income instead of busi-- ness. Both met with disapproval by members on the ground that the city would be more likely to suffer through businesses being forced out of the municipality. -- At the conclusion of the committeo's final sitting, Chairman Finlayson in-- timated that a study would be made next year. a fiat 35--mill rate for income taxes would be thrown out of the House. SINCLAIR BILL APPROVED In opposing the bill to define head offices of corporations and industries as their chief places of business, Victor Ross, Vice--President of Im-- perial Oil Limited, explained that his company could easily declare that its head office was in some southern country where a great deal of its business was carried on. Mr. Ross declared that Imperial Oil had re-- ceived an invitation from Montreal to move its offices there, and the offer had been renewed recently. "I think it would be wise to clean up income tax legislation by referring the whole question to some special body," declared H. L. Cummings, Municipal Law Clerk. APvi 1 'Bill Allows Loans _ Up to $30,000,000 mm im aran~ The Ontario Government seeks authorization for loans, not to exceed $30,000,000 for the current fiscal year, in a bill introduced in the Legislature yesterday by Pro-- mier Henry. Purposes of the loan include: For the public service; for works carried on by Commission-- ers in behalf of the Province:; for covering any debt of Ontario on open account; for paying any floating indebtedness; and for carrying on any public works authorized by the Legislature. The terms of any loan required under the authorization shall not excsed 40 years and a special sinking fund is provided and such sinking fund may be at a greater rate than half of one per cent. per annum. nAz
