When Mr. Speaker was. cailed upon for a ruling he held that the clearly defined rules governing Pur- jiamentary procedure uphcld the Premier. He reiteraied, however, the Premier’s suggestion that the “Progressive” party Leade- could bring the subject in later and debate it to his heart’s content on a notice ef motion. Speaker Thompson became the storm centre of a chorus of protests and queries from Mr. Doherty and his lieutenant, Hon. W. E. Raney, who, finally, upon the Speaker’s own suggestion, appealed from the rul- ing of the Chair. When the thunder of Conservative and Liberal “ayes” out the “Progressive” “nays” Mr. Raney de- manded a recording of the vctes, ‘and division bells rang for the first time during the session on the ques- ition of whether the Chair should be sustained. The vote was $3 to 18 in support of Mr. Speaker. Mr. Doherty Starts It Again. The House had time to cool off during a brief but able speech of | Liberal Leader W. E. N. Sinclair on the debate on the reply to the Speech from the Throne and during | half an hour of the subsequent ad- dress by Mr. Doherty. Then the whole thing happened practically over again when Mr. Doherty ai- tempted to introduce the forbidden subject on an amendment to the reply to his Honor’s address, which Mr. Speaker ruled out of order be- (Continued on Page 2, Column 4.) oa)
