- This report deals with the forced return of Haitians under the U.S.-Haitian Interdiction Agreement of 1981. The Reagan Administration decided that undocumented Haitians had become a “serious national problem,” despite the fact that they comprised less than two percent of the undocumented population in the United States. The Haitians were being forced to returned to a situation of violence, repression and poverty.
