Two items: 1) Cover Page and 2) an introduction.
1) The cover page of a TUPAC bulletin refers to the first congress of Quechua, Aymara, and other Indigenous communities held in Cuzco in November 1979.
2) The introduction relates the initiatives of the Cuzco peasant federation that led to the organization of the Congress between different communities. The principal purpose of the Congress was coordinated struggle against oppressive structures based on racism and classism to make way for a "a free democratic nation for all, and without oppression".
