Last weei< we learned that the LaMarsh inquiry into violence and the media was over budget, and she will be called upon to answer some quesions. It seems the iniquiry she headed spent over two million dolars. Now, it seems there is a group of people ini Darlington and Clarke who, being dissatisfied *with the equalization factor in our town, wish to instigate an inquiry into the affairs of our municipality. It is their right to make such a. request under Section 323 of, the Municipal Act. I have m reservations though, subsection' three of Section 323 refers to the municipality picking up aIl costs of such an in uiry. 2 ection 14 of the same act deals with altera- tions of -boundaries, and it also deals with assessment inequities for up to five years after boundary changes. The public hearings in this case -are hield by the municipal board. Surely this would have been a less expensive proce-, dure. These saine inequities were discussed a, little iess than two years ago by both candidates and ratepayers alike. It was menioned at that time, there should be an appeals procedure in the act that -brought about regional govern- ment. Well, recently I read through Bill 162 and Section 89 (6) deals with appeals : "IIf any area municipali- ty is not satîsfied with the assessment as re- vised, qulized and weightedby the Minis- try of Revenue, the area municipality may ap- p eal from the decision of the Ministry of Revenue by notice in writing to the Municipal Board at any time wîthin 30 days after the notice of the revised, equalized and weighted 'assessment was sent to the area municipality by, the Ministry of Revenue." Why didn't somen research this matter after the hast election? Surely, the elected of- ficiaI could not be ex- pected to research this after hie was elected. If pepeare wiiing to fin ot about assessment and its equalization, why then should they not follow through and find, an appels method? Twoyears later (better late than neyer) agroup of peopegt together and fmd an appeals method, but are they aware of the implication of sub- section three? Council has requested a meeting with the minister several times. Last year they were put off by an election, this Car on page thirteen of te budget h)arcy aludes to that ever elusive property tax reform or market value as- sessment. Seems the municipalities don' t want to rock the provin- cial boat so they haven't been pushing. I think its time they did push and Darcy either puts-up -or shuts-up. The problem is not only a local one seems It is province wlde. It would flot be difficult to re- work the equallzing factors on 1977 values. If it is difficuit for Queen's Park it could be comn- puted locally and merely approved by the mïnister. Meanwhile if govern- ment is realiyt ere to listen, and not there for its own sale, we should flot need an enquiry. The Brampton Charter states; "the right to a fair and equltable tax system." -Prove it William. Meanwhile, I wonder if we do have to go ail the way will the costs be area rated to Ward One and Clarke? 'WThat's a 4'Heekie'?
