The key issue in the new proposai is market value assessment. Ont- ario's treasurer, Darcy McKeough, had promised to introduce tax reform and market value assess- ment in the coming year, however, last week, his office announced that it would not be introducing the legisiation for a number of years. Because the current assessment in Newcastle was made in 1942, there are myriad inequities in the present taxation system. In an effort to correct these inequities and to take the municipality as close to market value assessment as possible with- out provincial legisiation, the town has corne up with this new way of determining miii rates. Effectiveiy, the treasurer took the average market value assessment for single family dwellings in the municipality, established a rate of taxation for every $1,000 of assess- ment, -and then applied it across the municipality. -"To say we have a conundrum, on our hands is an understatement," said the mayvor. " . . . Under this system, an identical house wiil pay identicai taxes no matter where it stands in the area. One of the solutions to the inequities suggested was to have al of assessments appealed in order to get property and homes assessed at their current worth. If ail the property and housing were assessed at market value, there would be no need for equalization factors and most of the inequities in the system would be eliminated, said the mayor. "If the province won't give us tax reform, t he courts wiii, somewhere down the line," added Mr. Degroot. "I don't think that the treasurer (Mr. McKeough) can sit back and forget everythinig now. Everything has already been re-assessed and it's just a matter of- implementing the program." "Peopie in Clarke want a break," said Councillor Ted Woodyard. "I don't think this (the new proposai) is going to satisfy them."' One of the conditions attachedto the committee's recommendation was that ail of the counciliors meet with the treasurer and iron out any difficuities that they may have with the proposai. Councilior Dykstra said he voted against the motion because of a lack of sufficient information on the subject. Committee Balks at Payment Counil's finance and ad- ministration committee bas balked at paying a bill from Aqualine Pools Limited for $3,241.68. At Monday's meeting, the committee was to authorize payment of $32,900.92 in accounts payable, however, one item caught the eye of several councillors: the bill from Aqualine. The $3,241.68 was for chemicals for the three pools in the municipali- ty, according to the town manager Albert Guiler. However, when Mr. Guiler was pressed by questions from the councillors, there seemed to be some disagreement on whether this bll was for the chemicals, transportation of the chemicals, or the deliver - ed price of the chemnicals. Because of the confusion, the committee moved the bill be investigated by the town manager before payment.
