He retired from council in 1963 but re-entered the fray in 1971 as deputy reeve of Darlington township. He became reeve in 1973, was acclaimed Mayor of New- castle in 1974 and was re-elected in 1976. Accomplishments Among his accomplish-- ments during his two terms as mayor, Mr. Rickard noted the "efficient moulding of the four municipalities into one, ...Be a RED CRâ'OS volunteer. developing a co-operation within the administration staff and planning must be in place first." Compared with other municipalities,, Mayor Rickardfeels "we should have moved faster in the develop- ing of district plans and zoming by-laws. " In many areas, he said, "new services will be available in the near future and gaining the respect of regional councillors, and support of various levels of government. " Although the municipality has shown a high degree of accomplishment in many areas under Rickard's leader- ship, he admitted "there are things we could and should have done particularly in the area of planning." During his years as mayor, he said he has worked continually to bring ail areas of the municipalîty together as one. But in doing so, he stresses he doesn't want the individual communities which form the Town of Newcastle to lose their unique individuality. Recognizing their different characteristics, h e encourages each of themn to develop community pride and continue to strengthen their social structures. Confidence in Municipality The Town of Newcastle is a, growing area and Rickard said he would like to see this growth directed into the industrial vein. " If re-elected, Mr. Riekarci said he would like to see "the redevelopment of urban centres, which has already been started in Bowmanville, continued in other communities in the municipality." He also sees a need for "greater emphasis on types of housing, in particular senior citizen housing and provision of the necessary services." He proposes to tackle the problems of waste disposaI and recycling of energy reserves and plans to establish an information centre which would answer queries concerning services available throughout the area. As for reaional izovernment, Mayor Rickard said "the Town of Newcastle shoulci be very proud of what it has accomplished, within this forum in analyzing the picture of the total region, Newcastle has fared extremely well. We've received many benefits and this has been accomplîsh- ed by consistent co-operation with the regional people and the establishment of a high degreeoftrespect for whatwve have needed.", The fourth generation of six who have lived on the Rickard farm at R.R. 4, Bowmanville, Mayor Rickard is married with two sons James and Donald. He and his wîfe Annabelle Hendry of Newcastle, celebrated their 37th wedding anniversary last Wednesday. Mayor Rickard is an avid sports fan and when he can spare the time enjoys a good game of golf. Other commitments include membership in the Rotary Club, the Masonic Order and on the Board of Governors of Grant Lodge.
