DUBIOUS TACTIC Senator Robert Kennedy's ad1vocacy of a prolonged suspension of U.S. bombing in North Vietnam in his Sen- atte speechi last week has unguestionably caused further discomifort to Preident Johnson and his administration. Senator Kennedy was directly critical of the U.S. goveril- ment for stepping up. the pace of attack at a, time when an. oppurtunity for settlement 'has been at baund.' lHe re- gards it as important that the-U.S. made a clear gesture o5f this sort to test the validity of the receut peace dis- cussions between Moscow and Hanoi.
