Phione 983-530] IT'S BEYOND US! The NorthuimberlandI-Durhiam Board of Education have finalized their budget for the year 1970, which in fair- ness, seems n reasonable budget considering that a 1 costs are rising. The overail increase at the Board of Education level is 2.57 milis which could be considered tolerable. The total cost of education is estimated at $18.621.086 compared with the budget figure of $16,994,421 in 1969. Tt is con- sidered by somie that the budget has been cut tn a noint that anv unforseen circumistance could casiiy' throw it out of balance. Up to this point we are satisfied but it is the next ý:tep thâat baffles us. Although the overaîl increase on the total Unitedt Counties' assessment -is only 2.57 miii this in- craevaries b)v a wie degree. a'q it did laqt vear when ap- piied to the individual municipalitips. Clarkoe T---"" -- ident-, ar- inot faeced with a 2.57 miii increase but are con-' fronted %vit'h an, increase of 9.88 mil. Newcaffle on the other hand lias a 2.3 miii decrease and Bowmanville a 3.32 miii increase. Decreases in the éducation tax in the United Counties at the various municipal levels are as much as 7.42 mnilîs while increases go to a higli of 13.17 milîs. This is a spread of 20-59 milis. Last year the same condition happened and taxp)avers across the' Province screamed until the Province came in with finan cial assistance for those centres that increased above a certain point. Clarke Township was one such mun- icipality to receive assistance. But from our viewpoint this assistance lias been more than offset liv the increaze faring rnany of the taxpavers again thiq vear. Tt aDnnars that a newlIv revised systemt of comnuting the tax to the various xnunicipaliies for the year 1969 was brouglit into- ffect th1is year and wais made retroactive on last vear's levy. As a resuit Clarke, Township taxpayers are going to have to pay a sumn of $18,375 as an underlevy for 1969 plus the tax increase of t,31.312 for 1970 making a total increase of S49,687 for 1970. With the formation of the County Boards of Educa- tion in 1969 there was no way to make comnarisons betwecen rates in the various municipalities at that tinte. But hanving establishied a basis in ý969 using the Provincial eqailizing factor a constant trend should now afer An overallinh- creae ýoffld bc sucli to every municipality. This ïs not the case and. we again find an erratic juripand * differenice of b over 20 imilîs. In 1969 both Cobourg and Port Hope reit 2c dýeci'ease ;in ec.uational taxation. This again happens in 1970 eventhul both have ail under-levy to pav for 1969an in addition there is an overall tax ircrea,,t re.ýow~ on the odher lhaifdrlias been facea _ , .sibi, t11 " cr ease-vev t do- paýt two years far above the basic increase. We a--e aware that Clarke lias the lovsý~nIz~ factor, oif '4n,ý-'muidi.ality in the United Counties but othrr-r mn- icipalities with higlieT factors have a greater increasýe over taxation tliin,' even Carke. From our gleainrg of th-é re- port the factor fIts little to do with ýincreýases or decreàhés i tnxation. There certainly is,- no' constant fact to goýern the degree of increase-"or decrease. rTt is unexplainable froin this corner but surely there mnust be an answ'er' sonme place andlit should bp presented to the public. r justohur -di oil-fired Esso Water 1-Caer delivers over 80 hrnpericd gallons of, pipinqbo water.
