Northumberland - Durham' The budget brought down by Finance Minister Benson last week was a good exampie of the way Canadians can have an input into legisiation at the federal 1ev- el. Mr. Benson obviously paid a great deal of heed to the strong opposition which deveioped to many of bis White Paper propos- ais. The Report el the Carter Com- m ission received about five years ago recomm rnded very drastîc changes. The Report was summar- ized in the words, "a buck is a buck: It recommended that al money reccived should be sub- ject to tax, no matter from whence it camne. Mr. Benson's White Paper on Tax Reform was not as drastic as the Carter Commission Report but it did make some very far-reaching suggestions for taxation reform. These proposais were for the pur- poses of discussion only and in order to obtain the'opinions of the Canadian people. The program of participation in my Riding was very successful. 1 held seven meetings in the spring 1 f 1970 to bear the opinion of my 2roll pack 52c constituents on the White Paper proposais. The turn-out at these meeings was very good and My constituents certainly did not hes- itate to lit me have their opin- ions. The meetings were held in Cobourg, Port Hope, Bowmanviile, Orono, Warkworth and Millbrook, and Coidsprings. In additions, I prepared a com- prehensive memorandum summar- izing the White Paper proposais in relation to ,our circumstances in the Northumberland-Durham area, as weil as memoranda on various aspects of the proposais in which there was a marked degree of in- terest from my constituents, and ail memoranda were circuiated to, constituents.
