Not so long ago the electers across Canada voted anjd eledted candidates to govern the country. As is well k-nown ne particular group received a majority mandate, njeither Prime Minster Trudeau 'or opposition leader Rob- ert Safed There lias been mucli speculation on the make-up uf the new government and the length of its existance. Thlis, discussion has been carried eut ini the news media and by poiticians te some length. It appears apparent that the poiticians and pprtles ar'e, at this point, tee lnterested in their particular political power struggle and this looms as a greater concern than the general operation of the country. Some two hundred and sixty-two candidates have been elected te govern the country so let's set aside Party political asperations and turo c>ncern te the rule of the country. Who lias what, matttrs little' at this time for the electors have spoken and the resuits stand for at leat the time being. Our party, system is, in generali, a tfine part of the system. It stirs interest at the grass root level and, in shojrt, gets the bal rolling and stimulates interest.- The system dme, however, fali short when the struggle is taken te parliamient. Hère lit tee, eften becomes obstructve in nature te serve its çwn end. Party against Party stnriving te set an image to ýobtain votes. Party limes, on occasions, have been ellminate<l in parleament on certain issues and each member is given a free vote to express bis persenal view. This happened on the vote for a new flag and also the ýablition Of the death penalty. simply the majonity ruled and each member of parliament was left te express his own true opinion. Such a system could wiell be considered on a wider scale which, ne doubt, would resuit in a greatly imProved flow of business through paliament. A board of' directors o-f a business operates in this manner as does municipal and cenycucl. h ancnern is tthe true opera- tien of g9vernment, not the pjOlitical stance of a party. KEE OUT 0IF My PANTRY Most Provincial Governments displayed this wcck ,,that thcy are nlot the least interested i n havj- ng the federal governent1 participate in municipal problcms and the federal group were told to "keep hiands off." Ontario pre- sýented the strengest rebutai stating ail they ýwere inter- ested in from the federal governihent was more funds. This outeomne stemmed fromn the federal, provincial and municipal conférence which made its debut early this week. No doulit the municipalities would welcome se degree of assistance fromi theý federai government as day by day the mnunicipalities see their authority being rcduced and taken over by the Province. There are few avenues of operation left open today to the municipalities, Rond construction can only lie un- dertaken when approved b)y the province, planniing must function within the framnework set out by the province. ,Such organizations as the Ganaraska Conservation Author- i .ty have provincial rules te which they must abide. Add te this thle less, te the province of the assessment operation and ta the çounties welfare and very littie is jeft to the ~MunicipaPities over which they have control. This area of control is ever deecasiing at the local level with municipal governments hein'. reduced te what may be called ca re- taker operations. The Provinces, >as we have eften said, are strength- ening thleir positions whle al ether forms of government are bcing reduced in their responsibilities. kirby News The monithiy meeing of the KirbY U.C.W. was held on Tues- day, November l4th.
