The political game with planning in Clarke appears flot to have stopped with the election, but is still 'in full swing. The Rice Construction proposal for a mobile home park for some 1000 homes south in Clarke clearly divided Clarke Council into two separate camps. Reeve Woodyard along with Councillors Chater and Reid championed the proposai while Deputy-Reeve Entwisle and Counillor Heykoop were vehemently opposed. The champions spoke of financial benefits to the Township from such a development and were agreed that development in the Township was eminent. The opponents voiced the fact that such development did not concur with the officiai plan and that there were many unanswered quiries regarding such a development. At a recent meeting of council Deputy-Reeve Entwîsle and Counillor Heykoop endeavoured once more to stamp out the Rice proposaI but as in previous endeavours they were overruled. The next step by the two was to present a resolution to councîl that a proposaI of Mr. Howard Payne for an additional 1000 mobile homes be given the same status as the Rice proposai. The miove by the Deputy-Reeve and Councillor Heykoop is a direct opposite to the stand which they have taken over the past six months, and a stand which iias been upheld most vigorously. It might be argued that what is approved for one must be approved for another and ail must be treated alike. This, o)f course, cannot happen in planning for it it did the approval given Rice Construction to develop a mobile home park on agricultural land would mean that all landowners in the Township could develop mobile home parks on their properties. This would be disastrous and a ruination of the community. Unfortunately polîtical undertones have entered the planning aspect in Clarke Township which can only be dletrimental to planning and sound logic. SSURPRISING CHANGE The three meetings held by Ontario Hydro the past week saw, a sharp drop in opposition to the Transmission [,nes over that of their first round of meetings a few months aigo. Hyýdro came to these meetings with factual information t'egarding a more northern route and very few even out of an audience of 250 seemed that interested. This, of course, does not say there wVere not question but those being asked were on other aspects of this fines rather than the schemie to push the fine to the north. There was, quite naturally. opposition voiced from the north over the thought that the fine miay take a northern route. t didi appear however that hydro withi their information comparing the three routes did take the wind out of the sails of the proponents who had previously condemnied fihy\dro for not considering a more northern route which they eýxtolled as the miost logical. The hydro fact sheet did however show that the southlern route crossed over mnuch less goôd agricultural land, less forested areas with less effect on the environment, and affected no more people within a distance of 5000 feet of !he uine than did the northerni route. It was also pointed out 'chat the northern jaunt would cost hydro an additional $11, million to cross above only Clakre and Darington Townxiship. One mnay wonder how mnanyv such jaunits hydro could afford to take. t certainly appears that the southern route is the most logical route for.hydro as it appears to have somne effect on most aspects of society. As we have often said before there is no way we can live today with ah the conviences, we enjoy without making some sacrifice for those attributes we wish to carry over from yesterday. SCHOOLING - HOW EARLY? More than 40 years ago, the late Dr. W.E. Blatz, most prominent Canadian child psychologist of the thirties, predîcted that "within 50 years, children will be' in school at the age of two years." That prophesy is close to fulfilment, with the almost phenomenal increase in the number of nursery, day care and pre-kindgergarten facîlities now available for children. Dr. Blatz at the time emphasized that "the period from two to five years of age, is poss(,_ibly the most importaqnt for the, More than 40 years ago, Dr. Blatz predicted that the cost (5f such a wholesale "Scholl Age at Two" program would double the expenditure on education withîn 50 years. For mnany different reasons, we've reached that point ail ready. Vet it would be unwise to pare the educational budget where the right to pre-kindergarten training would be denied to those children who definitely require it. One reasonable way out remains -- namely that fees for prekindergarten schooling be charged on the basis of total family income. Even today, that policy is followed in a number of tax-supported day-care centres, if more generally applied, it would mean that those parents who want and who can afford this training for their children would pay for it-- those with lower incomes would pay less.
