Hleads of regional depart- ments have been asked to review their proposed budgets and see what can be "trim- med" from the region estimi- -ates for this year. The finance committee gave approval Thursday to letters sent by finance comn- missioner Jack Gartley to ail] other department heads ask- ing time to 'review" their budget and return an "analy- sis", to him before April 26. The analysis is intended to categorize spending proposais as either essential, an. im- provement ov'er the 1973 level of service, essential but capable of waiting until next year or deferable to some future time. The planning and develop- mient, social services and public works committees have sent proposed budgets to MIr. Gartiey during the. past couple of weeks. Mrl. Gartley predicted that taxes wiii have to go up in' miost areas, but Oshawa wili not suffer as mùuch as some sm-aller areas. He said the province is expected to heip soften the bîow of increased costs brought on by regionalization, but Queen's Park can flot begin to determine how much to provide until the region has a budget ready. He said . somne of the transitional grants that have aiready been promnised are being held up because mem- bers municipalities have flot yet submitted reviews of their 1973 spending. The only 197,1 reviews hie had reviewed by Thursday morn ing came from Oshawa, Whitby and Brock, he reported.
