Region asks for efficiency Durham regions top bur- eaucrat was instructed by Durham region council Wed- nesday to hand down a written report on the efficiency of regional bureaucracy and bureaucrats. Chief administrative officer William Manning was told ft have his report finished by the end of November. After that, an annual evalu- ation will be conducted either by -Mr. Manning or by a private management consult- ant, depending on how well Mr. Manning's November study is viewed by council. It's not clear however report whether the report will be made public or whether council will meet in camera to discuss the contents. Council agreed to decide the later. Coun. Mike Breaugh (Osh- awa) made the motion to seek a report. "We're all aware of the extreme difficulty to make a change when the bureaucrats settle in," said Coun. Breaugh "I can't remember when a bureaucrat was fired for incompetency.... .It's almost an unwritten law they're not." Two facets of the report which Coun. Breaugh wished to see included were an I 4 I q evaluation of the procedures used by each regional de- partment and an evaluation of the personnel in each depart- ment. He said the second part of the report might have to be discussed in a private meet- ing of council. My over-ridmg concern is whether we've let the whole thing go by without analysing our procedures," he explain- ed. Coun. Jim Potticary (Osh- awa) suggested a manage- ment consultant be brought in every three years to conduct a similar study. He said in such studies, there's a need for an "outside, impartial group." A special meeting of council should be held to discuss the report Coun. Keith Ross (Oshawa) suggested, adding the meeting should be a "bull session" with ordinary rules of order suspended. "When Ive tried to convince myself of the value of the region, I've been hard press- ed. It's been pressed on us but sometimes you can get good out of bad," he said. Coun. Christine Thomas decided to support the motion saying she was curious about the report. "The chief administrative officer would go fo the heads of the departments to make, his report and there's no head who is going to admit to inefficiency," she said. Coun. George Ashe (Pick- ering) said he liked the motion, but said the meeting on the report should be open as to rules, but closed as to press. Coun. Margaret Shaw The Durham Growers from isidee play their part its in the building and outside Newcastle always come forth in providing items of interest were up considerably this with a fine apple display at for the fair. Mrs. K. Chapman year. This wasesoil the fair and along with other on Monday stated that exhib the vegetable department and the flower department. (Oshawa) said the region will eventually need an internal auditor under the power of no committee but directly respon sible to council to report on the efficiency of each de- partment. Coun. Breaugh didn't like the idea of Mr. Manning obtaining information only from department heads. "If sources are strictly department heads, I'd be most upset," he told council- lors.
