2-ORONO WEEKLV TIMES, DECEMBER 4-i, 1974 orono weekly times COUINCILLORS 11AVING DOUBTSl ON REFERENDUM It becamie quite evidient at Monday's meeting of the Town of Neweastle council that some mebers of council are now having doubts about calling a referendum concerning the proposed Nuclear generating station south west of Bowmanvile. The miatter of the Hydro Generating station came before coun-cil on Monday with a band of representatives from Hydro outlineing their proposai. Further Pollution Probe was represented at the meeting to ask council to take-a good long look at the development. Pollution Probe andHydro did lock horns but it seemed that it becamne a matter of the use of words and the degree with wlhich they spoke that made the difference. - Both Counillor Entwisle and councillor Lyall pointed. out to Hydro that they could expect no support from the mun~icipality and both also referred to the referendum that was to be heid if the plant was to be a Nuclear plant. Hydro when asked what they intended to do in regards the vote gave no answer but it mus t be realized that it was council that has insisted on the vote not hydro. \During the initial course of discussion a mfonth ago and the caý1ing of the vote it was noted4lhat councillor Bruce Tink did n t vote for the motion of council. At last Mondays meeting Councillor Wearn questioned the practîbility of callin'g; such a vote. Mayor Riekard in his questioning of Hydro appeared aware of the tremendous tax revenue the plant anld operation would have in the community and from his calcula tions it became evident that the operation wouid be assessed at an amount equal to the assessed value of the entire community. H1e aiso said the vote Would be somewhat complex to hold -and there appeared some doubts. in the Mayor's mind that perhaps a vote should be held. Councillor Entwisle in the closing moments of the discussion said he was amaZed that the referendum was being consîdered under iii repute. There is no doubt that council could -not'bank on a referendum for such, an issue çand we doubt that, it will ever come to pass. In the first place the.municipaiity wouid find it too difficuit and impossible to properly inform the comnmunity of ail aspects of the proposai and to receive an intelligent response. No this is no place for a refierendum and we suspect if is being promoted more for political reasons than any other. C.H.S. Liptay even though he represenfed at counil by legai counsel, Richard Cane. Mr. Cane stated that in lus opinion the dec'ision of the Land Division Court andthe issuance of a building permit were nof revelant f0 one another. H1e said the opinions of coujicil should have been exercised at the fime of severanée, not monfhs follow- ing that decision. H1e pointed out that Mr. Lipfay had transferred land for the widening of the road but was sf111 refused the permit. Counilior Wearm saîd that the Works deparfmenf was surprised to find thaf a piece of land had been fransÉerred fo the municipality especially since the municipalify hac not, requestedtsuch a transfer and were totally unaware of the acf. He questioned that Mr. Crane' had ail the facts straight. 1 Counillor Entwisle said ,here was a difference be- tween commion sense and legal sense. H1e said îit was not Comm111n11sense to build a bouse where the roadî could not, be sno(wplouighiedý, and other- such servi-ce-s not being able to be provided. lie also said thiat Mr. Liptay wiil not follow the recomimendations of counicil. 1He said he was of the samie opinion as before and that bhis answxer was stili "No' The mnatter wa)s table for information.
