As is true in so miany instances, there is consider- able mnisuinderstanding with respect to this legisiation. Many people in Ontario-, planning to travel overseas, have been plagued by fly-by- night travel agents and tour opera tors whiose tours neyer got off the ground.. As a resuit, travel agents in general have corne under a great deal of public scr'utiny. Recently, Consumer and Commercial Relations Minis- ter, John Clement introduced new regulations which will not only safeguard future travel arrangements for the con- sumner but will protect the imany honest agents and tour operators whose reputations, unfo rtunately, have heen af- fected by less reputable business people in the travel inidustry. A thorough investigation bias been conducted by the Mlinîstry of Consumer and Commercial Relations. Lt was found that in too many cases travel agents and tour operat- ors have not had sufficient money on hand to com-plete airline and hotel arrange- mients which the consumer hias already paid. Deposit or down payments. from one customner are often used to pay for the ticket or accomodaionof another who is departinig at an earlier date. Some businesses have found it necessary to use their cash on hand for the rent, salaries and other overhead. Naturally, if something goes wrong, the customer loses out because there is rarely any money lef t for a refund. The new legisiation propos- es specîfic measures to stren- gthen the industry and incre- ase its responsibility to the consumer. NEED LICENCE At the present time, it is not necessary for travel agents to be licensed. As a matter of fact, anyone can put together a packaged holiday plan or a special charter. The new regulations will require all ,agents, their employers and tour opera tors to be licensed. In addition, agents, operat- ors and carriers will have to post a $5,000 bond which will weed out undesirable small- time qperations. Travel advertising wiIl also be very closely watched. Mlany customers have been tricked by'ý deceptive advertis- ing on the nature of accom- modation, tranisportation and sponsors. The ne-w regulations -will require detailed inform!- ation regarding the location of the hotel, type of services offered and the naine of the agent. Under this new bill, travel- fers stranded abroad hy bankruptcies in the travel agent business will get their money back from an industry financed compensation fund. These new measures will not affect travel arrange- mients which have already been mnade for the Christmas holidays but hopefully, this legisiation will be passed in time for those taking holidays in the spring.
