Dirowned man-should have been saved states wife A coroner's jury investigat- ing the drowing of a Toronto man near Bowmanvilie last November heard his wife charge Wednesday that hie shouid have been rescued. Barbara Greene, common Iaw wife of Michael James Dunphy, 35, who drowned in Lake Ontario near the foot of Lamb's Road, when his rubber canoe capsized, dlaim- ed that ambulance attendants arriving at the scene couid have saved hlma but did not. The jury ruled that Dunphy died of accidentai drowning on a hunting trip after hie caused his boat to capsize while reaching for a duck in the water. The inquest heàrd that Dünphy had shot the duck and then set out in a 12-fl. rubber canoe to retrieve it. 1He was not wearing a if e jacket and usect a wooden sti ck in place of a paddie. Whiie Dunphy clung to the canoe, a companion on shore ran for help. Dunphy couid not hang onto the canoe and siipped into the water about 7:50 a.m. He was pulled out an hour later. The man was an "ýadequate"' swimmer his wife said. The region's finance com- mittee had to spend money ta save money during its budget deiberatians Thursday. The committee cipped about $31,000 from the esti- mated gross 1977 spending of $1,598,609 about il per cent higher than 1976. The budget cut represents an 8.8 per cent increase in the net spending of $1,438,000. Revenues and recoveries of the grass spending amount ta $129,000. Upgrading the existing ele- ctronic data processing sys- tem, plus the purchase of a programmable caiculator, a paper-folder and inserters, indirectiy contributed to a $31,000 eut on overtime cost and part-time help. The increase in spending over ast year is mainiy due to inflation, according to the commissioner, and the an- nual costs of $33,399 for five senior positions that were filied for part of the year 1976. According to finance com- miittee Chairman John Aker, the process of reviewing all budgets couhd begin by next week. H1e said he has perso- aliy set a goal of keeping the residential increase to the residential bomeowner to about 10 per cent over last year. When ail budgets were first submitted by the staff of eacb department the increase was about.30 per cent according ta the finance chairman. These budgets have since been reduced by eacb stand- ing committee.
