One mil lion $ report select Pori An one million dollar envir- onmental impact study taking a period of eighteen months proclaimed tbe Port Granby site as tbe most logical for tbe development of a radio-active dump and a uranium refinery plant. The Port Granby site was cbosen following exten- sive studies of seventeen other sites in Ontario. Sucb centres as Thessalon, Dean Lake, Mamora, Port Cilborne, Spanîsh, and Bruce were rejected for various reasons as were sites near North Bay, Kinmount and Corporation of the Town of Newcastle By-Iaw Numnber 77-51 A By-Iaw to amend Zoning By-law Number 1653 of the former Township of Clarke, as amended WH E REAS, the Council1 of the Corporation of the Town of Newcastle deems it advisable to amend By-law 1653 of the former Township of Clarke; NOW THEREFORE, the Corporation of the Town of Newcastle ENACTS AS FOLLOWS: 1. Section 3.3 of By-law 1653, as amended, is hereby further amended by adding thereto the following Section (d), as follows: "Notwithstanding any provisions of this By-law to the contrary a bonafide farmer, whose chief source of income is derived from Iarming operations consisting in whole or in part of growing crops, raising cattie or livestock or operating a dairy farmn, may erect a second single family dwelling on his lot, provided that said both dv dwellings are used by persons employed on the lot and provided fur- ther that the total not exceed one for every 25 acres of land making up a lot". 2. Section 3.15 of By-law 1653, as amended, is hereby amnended by adding thereto the following sentence: "This section shaîl not be construed to reduce the area requirements stipulated in section 3.3(d) above". 3. Thsi By-law shall becomne effective on the date bereof, subject to receiving the approval of the Ontario Municipal Board. Tbe sites were narrowed to Milhaven, New- tonville and Burwash. At this point Eldorado asked that the Port Granby site be consid- ered in the final assessment of tbe study. It was felt that the presence of Eldorado refining process ion the site in Port Granby would tend to provide a better operation for tbe dump site. The întegrated operation would make it possible to accomplisb the objectives of botb thý company and the 1Atomic Energy Control Board. Eldorado expects to com- mence the construction of the refinery late this year with completion in 1980. The total cost of tbe works is expected to reacb $80 million. The company expects to have some 60 construction workers on site by the end of the year and at least 350 at the peak of construction. 0f tboge moving into thie area it is expected that 36 per cent wîll find housing in the urban area of Oshawa with many considering Port Hope' where there now exists a surplus of housing. Some 60 to 141 of the work force are expected to be hired from the local area. The 1100j page impact statement lias been submitted to tbe federal Environmental Review office and will be subject of public hearings beginning September 25th. Also following the public hearings a report will be prepared by the federal fîsheries and environmental ministries concerning the environmental impact of the project. The Port Granby site for the refinery and dump bas been and will continue to object to tbe location of the project in tbe Port Granby area. The group goes under the name of Save the Environ- Orono Weekly Times, Wednesday, July 13th, 1977-i Agree to athletic rep resentati ves Both tbe Town of Newcastle coundil and the Durham Agricultural Society agreed on Wednesday night that the Orono Amateur Athletic As- sociation should bave two representatives on the Board of Management for the new Orono Arena building. The draft presented to the meeting called for a seven person board with two mem- bers appointed by council, two members being represen- tatives of the Durham Central Agricultural Society and tbree persons would be resi- dents of the Town of Newcas- tle, to be nominated at a public meeting called for the purpose of nominating repre- sentatives to such Board. Mr. Russ Major asked if the Atletic Associaton could not be represented on the Board àýthis Association bas in the past promoted the financing and operation of the arena and would also be involved in raising funds for the new building. Counc. Bruce Taylor quest- ioned that any organization should be mentioned as hav- ing representation and point-, ed, out 'that public niominat- ions were to be held for the purpose of setting a Board of Management. COUTLD DECIDE A TREND It was noted at the meeting that the intended formation of a Board of Management under the Community Cent- res Act to operate the Orono Arena would be the first time such arrangements had been undertaken by the Municipal- ity. It was noted that both Bowmanville and- Darlington and to a lesser degree Newcastle operate at a cost to the municipal taxpayers. Coun. Bruce Taylor said if the Orono arrangement proves successful it' could beaa consideration for the other arenas in the Town. Other councillors seemed to agree with this consideration. F. R.
