The politicians -- who, it says on paper, should be running the country - are more concernied with getting elected and re-elected than with making the tough deci- sions that will have profound impact on the shape of socie- ty a decade or more from now. So the civil servants are left with the thanklessjob of ensuring that there wHI be.a country held over for ýthe, next generation. Consider, for a mioment, the twin problemns of unem-~ ploymnent and inflation. The politicians want t10 hand. out morqie subsidies to firmis which will buy more machincery and buildings (w ichnci- dentally, would tic those firmns to mnore coùnsum-ptionI o1 eniergy). tMat S the way these problemns have always beeni solved in the past aied that's the way big business and big labour would like to sec themn solvcd today. Sure, this Sort of policy will blow up tin our faces in a few years' time but six or eight months is a long 'time to a politician. They caîl this kind of piece-meal approach to plrix- ning "band-aiding". And it works - when the problems aren' very serious. But, as the Canadian Federation of Independent Business points out, when the wound is deep, band-aides alone won't do the job; only major surgery can provide a cure. The bureaucrats - who aren't nearly as dumb as their popular image suggests- un- derstand the limitations of band-aiding only too well; they know that they'll be around when the economy collapses in a few years' time. But, even though the bureau- crats are scrubbed and ready for surgery, they,can't go in- to action wîthout the politi- cians ready to wîeîd the eco- nomic scalpel.
