They caîl this kind of piece-meal approach to plrix- ning "band-aiding". And it works - when the problems aren' very serious. But, as the Canadian Federation of Independent Business points out, when the wound is deep, band-aides alone won't do the job; only major surgery can provide a cure. The bureaucrats - who aren't nearly as dumb as their popular image suggests- un- derstand the limitations of band-aiding only too well; they know that they'll be around when the economy collapses in a few years' time. But, even though the bureau- crats are scrubbed and ready for surgery, they,can't go in- to action wîthout the politi- cians ready to wîeîd the eco- nomic scalpel.
