Orono Weekly Times, Wednesday, December 2Ist, 1977-9 Would disband Delay decision on Orono district plan planning committee Counc. E.R. Woodyard at Monday's council meeting presented three notices of motions, one of which, if approved by council, would see the end of the Planning Advisory Committee by Jan- uary 1st, 1978. Woodyard also presented a notice of motion which would discourage new sub-division applications for a 90 day period. A third notice of motion would authorize the town's Director of Public Works as well as Town Engineers to study and report their views regarding a proposed new arterial road with Bowmanville from High- way 401. In speaking on the notice of motion to dissolve the Plan- ning Advisory Committee Counc. Woodyard noted the duplication on the planning process, the undue workload for both staff and council members, increasing costs, ali he said, causing delays and frustration for both the applicant and council. He also pointed out that Newcastle was the only municipality in the Region of Durham that had a planning advisory committee and stated that in many cases application came before council members at least three times before any action was taken. In his notice of motion he calls for the dissolution of the committee by January 1, 1978 and that with the committee dissolved council deal more directly with these matters. The total cost of these plans has been estimated at $26,000.00. If more than one public meeting is necessary the cost could rise. The matter was not deait with at the last meeting of council as two members were not present including Counc. Woodyard. Again at Mondays meeting Mayor Rickard and Counc. Don Allin were absent due to illness. The issue was again deferred. It was pointed out that at comittee level the issue was supported by two members of the committee with Counc. Woodyard and Mayor Rickard opposing the expenditure of monies for the studies. The tie was broken by the chairman, Bob Dykstra at the committee meeting. Counc. Woodyard said he members and the remainder appointments from the resi- dents of the Town. Early in 1977 council did create a Planning Adminis- tration Committee which is composed of al] members of council and like the Planning Advisory Committee were dealing with items of plan- ning and in general were reviewing the work of the Advisory Committee. Coun- cillor Woodyard states that many planning items were first coming to council, being referred to the Planning Advisory Committee to then be referred back to council who then referred the matter to the Planning Administra- tive Committee who would fhen refer the matter back to council with their recommen- dation. He said this was far too cumbersome. The notice of motion to dissolve the committee was seconded by Counc. Bruce Taylor and will come before council at their first meeting in January. There was no discussion on the motion other than Counc. Dykstra stating it could have a momentous effect and he did feel that some consideration would have to be given to ensure that the public still had an opportunity to have input in the planning process. The notice of motion to discotirage new sub-division applications for a period of 90 days was for the purpose, said Mr. Woodyard, to provide an opportunity to catch up on all the application that are now before council and the plan- ning department. In speaking on the arterial road from a new proposed interchange on 401 into the eastern sector of the Town of Bowmanville Coun. Wood- yard said he was not happy with what had been done and that both the Town Director of Works and the Town's Engi- neers should have had input. He suggested that the Region hold off any final decision until such time as council could have a report from their departments and make a decision. This was also pre- sented as a notice of motion. Counc. Taylor noted that the route of the arterial road was a regional matter, not a municipal matter. had some concern of the district plans and had been receiving many complaints over the large costs of consultant fees and planning in general. "This council has wasted $100,000's", he said. He said he felt there was no dire need of the plans at this time. Counc. Dkystra said the money was in the budget for the plans and that the Region of Durham did want District before they would give ap- proval for any development and fùrther stated that even infilling could be held up. He said he felt the plans were urgent even though he was aware that a lot had been spent on planning in the past. I hope we are correcting this, he said. The matter was left over until all members of council could be present to enter into the discussion and to vote.
