May cut back hydro developments Last week the Ontario Hydro's Board of Directors ordered a review of the utility's construction pro- gram ini ligt of the latest forecast of future electricity needs. Although no decision will be made until the review is completed-any cut-back in bydro development could af- fect the construction of the Darlington or Wesleyville hydro stations through can- cellation or nostu)onement. The officiai forecast, ap- proved last week by the Board of Directors, indicates that lectricity use in Ontario is to grow by an average of 5.5 per cent a year until 1987 and then gradually decline to 4.5 per cent by the year 2000. Last year a growth rate of 6.5 per cent was forecast with a 2 per cent actual increase. Historically, electricity dem- and in Ontario bas grown at 6.8 per cent annually thus doubling capacity every ten years. A growth rate of 5.5 per cent means doubling will take place over a period of twelve and three-quarters years. It was under the expected growth of 6.8 per cent that OntarloHydro approved the construction of the $1 billion plant at Wesleyville and the $3.47 billion plant in Darling- ton. A hydro representative lias been reported to say that the review wil tell the corporat- ion how much it will cost to cancel or postpone work at Darlington, Wesleyville, Ati- kokan and a future plant on Lake Huron. Although Ontario Hydro is not saying just what may happen at this time it bas been pointed out that the Darlington and Atikokan plant are in the preliminary stages of development. Hydro bas issued a contract to Alnor Eartbmoving Ltd. in the amount of $24.5 million for site prepara tion of the Dar- lington plant. By 1985, the new forecast indicates a reduction of about 3,500,000 kilowatts in custom- er demand, compared with prevîous estimates. However, about 1,500,000 kilowatts of that should be maintained to re-establish reliabiity stand- ards and reserve margins. Hydro chairman Robert Taylor noted it was not simply a matter of cbanging Hydro's expansion plans to match projected growth. "I wish it were tbat simple", le added. There bas been some shif t from the province to local municipal- ites over the last year but this amount bas not been that great. In 1978 the local municipalities will provide a toal of $185,508 which com- pares with a total municipal levy in 1977 of $170,253. The 1977 municipal levy was reduced by $12,540 due to a surplus of this amount f romn 1976. There lias been an average increase of four per cent to municipalities over the past two years. The authority in 1977 did receive additional funding through the Experience pro- gram in the amount of $37 ,5W.00 for the employment of twenty-seven studenta dur- ing the summer months. They also received an amount of $4,996.00 from the Canada Works program for employ- ments as well as $7,400 for winter trails maintenance. The total expenditure of the authority in 1977 amounted ta $508,737.00. The -Authority's financial statement showed a deficit of $893.00 at tbe end of 1977.
