A priority listing of the lands as to preservation was undertaken and mapped ac- ross the entire area. Accord- ing to priorities certain devel- opments may be considered but generally development is of a low intensity. 'The information compiled will be used when the Authority is commenting on development withîn the Oak Ridges Moraine. LAND ACQUIATION POLICY From the land use policy the Authority bas approved a land acquisition policy which over the next twenty years could see an additional 1a. 'WAKEFIELD INSURANCE AGCY. 3467 acres added to the land holdings of. the Authority. Again it was stated that the policy was only a guideline but did establish priorities for land purchase based on source areas, sensitive and unique water environs, areas to enhancé water manage- nment programs etc. In outlining areas for acq- uisition the policy speit out the possibility of 1225 acres in the Wilmot Creek head- waters, 1425 acres in the Ganaraska Forest area where now 10,000 acres is owned by the Authority, 250 acres in the Newcastle Green Belt area, 152 acres in the Carr's Marsh area and 350 acres additional to be added to the various conservation areas. 0f the latter 240 acres would be added to the Rice Land Conservation area which is to be developed as a nature area. Cowlard SEVENTEEN STUDENTS EMPLOYED BY GANARASKA Seventeen students are being employed this summer under the Experience '78 programa by the Ganaraska Region Conservation Authority. Students are assisting with development works in the Conservation areas as well as painting and minor construction at the Forest Centre. A student is also assisting in the Authority office. DIVISION 0F FITTINGS TO CLOSE The plumbing products division of Fittings in Oshawa will completely close down by the end of September. The plant bas been in operation for 76 years. One hundred and eighty jobs will be lost due to the closing. The company bas stated that iron pipefittings is a dying industry. NO SELF REVIEW FOR REGION The Regional council of Durham has turned down a bid for an mn-bouse review of the regional system of government in Durham. Consideration was given for the chairman and the mayors of the various municipalities could carry out such a study. Durham East In response to public pres- sura and the Federal Govern- ment's Anti-Inflation, Pro- gram, the Ontario Govern- ment first initiated a rent review program in 1975. It's purpose was to provide ten- ants with a vehicle to appeal "unfair"~ rent increases. Last year, the acceptable level of increase was lowered from 8 per cent to six per cent with the programn terminating at the end of this year. >To ensure some predictabil- ity for landiords and tenants and to erase any fears that tenants may have as the expiry date of the rent review program approaches, the government will be intro- ducing legislation this coming fail to incorporate the f llow- ing fundamental principles: Continuation of an improv- ed rent review program until December 31, 1980; The guideline for rent increases to remain at six per cent until December 31, 1979;ý The new scheme will per- mit calculations other than simple cost-pass-through when computing rents, inc- luding comparative rents and the special conditions of landiords who are suffering losses; A tribunal to be established with jurisdiction to handie all residential landlord and ten- Newdcevelopments for industrial waste studies Indications are that new developments will dramati- cally alterthe course of the study for the conversion of the Ajax water pollution control plant to a liquid industrial waste treatment facility The terras of reference fonr this study may be expanded to investigate the possibility of using îiquid wastes to produce low cost steam which possibly could be used'by the nearby Ajax industrial steam system. It was recently announced by Durham Regional Chair- man, Walter Beatb that Simcoe Engineering Limited of Pickering bad completed the preliminary phase of the industrial waste treatment study whicb is being conduét- ed for the Federal Depart- ment of Fisheries and Envir- onment Canada. The pre- liminary assessmeflt report indicated that an alternative facility for the present Beare Road landfill site in Scarbor- ough, where industrial wastes are simply dumped to seep into the ground, is urgentiy required and the proposed Durham Region liquid indust- rial waste treatment plant is the only prospective alter- native for serving this area. *Meanwhile, Sîmcoe Eng- ineering was also conducting a municipal sewage sludge disposaI, which is presently handled by spreading sludge on agricultural lands, bas become more acute with increasing sludge protection and greater tank truck haul distances to suitable farm fields. The proposal bas now been made to use sewage sludges and liquid industrial wastes as fuel to prodtgce steam. The liquid condensate from the waste unit would be treated at the Ajax water pollution control plant witb recovery of valuable metals a distinct possibility. The steam produced could be directed to Îhe nearby Ajax steam distribution system which supplies industrial buildings in the area. Low cost steam recovered from wastes would greatly benefit the Ajax steam plant which bas had to contend with the rapidly escalating 'price of fuel oil presently used to generate steam. lord and tenant relations by providing quick and easy mnediation. arbitration and adjudication in ail landlord and tenant matters. Thus, the keystone to the government's new tenant pro- tection legisiation will be simplicity, speed and equity for landlords and tenants. A landiord should not have to wait three months to evict a tenant who is not paying rent. By the same token, a tenant should not have to wait three months to have the heat restored in an apartment. Although there is a need for tenant protection, it is clear that rent control, by itself, acts as a negative force in the drive to create new rental units in significant numbers. An adequate supply of bous- ing in an open market system is the best form of tenant protection and one in which the government, through an all-party commit- tee, will be addressing itself.
