2-rono Weeki Times, Weunesaay, Juîy lzth, 1978 O)rono Weekly Timnes TIMIE FOR A POLICY The development of a parking lot- in the Village of Newcastle has already taken considerable timne on the part of council, the finance commnittee as well as people within the Village interested in the developmnent. In fact the discussions have gone beyond reason with very littie accomplished. There can be no doubt that everyone agrees that the vacant town land couid well be used for a parking lot within- the Village even if only on a temporary basis. A report from the works department was on- sound ground when it advocated a properly developed lot at a cost ranging fromn $20,000 to $25,000. This however was upset when the cost appeared too much to handie and possibly is the case if the lands may only be used on a temporary basis and due to the fact that a district plan is to be completed for the Village this year. Although the decision has been hanging for quite somne number of months there is no crying need to jump into the proposai with a lot of loose ends. Council does have time in this to corne up with an over-ail policy for the whole of the Town and with proper planning for the lands. T'his shouid certainly be the course the Town takes. Council members have reiterated that financing for such project should be on a user pay basin and with this there should be agreement. Certainly downtown parking lots should not be developed in any way of financing that ends as a direct charge or indirect charge to taxation. Such projeets are, a benefit to the business section and those conducting business or doing business in the downtown cores should cover, the costs of such projects. It is surprising to note that the Newcastle Chamber has said that local businessmen do not want to bear the cost of a $3,300,00 parking lot within their business area. This would almost make one believe they were not too concerned with the, need for additional parking. It can also be noted that a policy does not exist la Bowmanville and il would seem reasonable 'if this is à workable system then it should carry out throughout the entire Town of Newcastle. Let council set a policy that is fair to ail sectors ofthe Town and then accept those schemnes that fit withîn the policy. The Town cannot afford give-awiays and at least have time in this matter to corne forth with policy. HOW FORTUNATE WE ARE Mr. Ed. Majer of Newcastle dropped into the office this week after an extensive trip to Engiand and. Scotland and said every Canadian should drop to bis knees and kiss the land of Canada. After talking briefly to Ed it becamne quite apparent that we in Canada are mont fortunate la ail those things we have and take for granted or even complain about. Ed does point out that it was some twenty years ago that he left England and that it is difficult to relate back to those days. Fortunate we are to live la Canada he states and perhaps we could remember this when we start to complain even over the most minor of problems that may pop uip from time to time or appear to pop up. EFFICIENCY COULD HELP Last week on the news it was reported that Ontario Hydro was again seeking a rate increase of almost ten percent for hydro sold to Ontario municipal hydro utilities. Rising cost of fuel and operation were cited as causes for the rncreased hike la the cost of hydro, which mont municipal systems have to pass along to their customers. There is no doubt that hydro is faced with these extra charges whîch are a factor la rising costs. Every business is facing this problem so this is nothing new. Hydro may well have another avenue. of control over costs which they well could be ignoring Af ter paying a visît to the Bruce Penninsula recently and hearing reports in that area of waste and lack of control of labour ini the construction of the Bruce developments it would appear that thousands upon thousands of dollars are paid out with little or no retura for accomplishments. t was also pointed out that pay rates are far above average. The matter some time ago came before the legisiature but it is difficuit to confirm such charges even though they may be true. Hydro, in our eyes, have aiways been great spenders and almost irresponsible la their operation. It can only tura up la the cost of hydro to the customner. Its time Ontario ilydro tightened their beit with the rest of the nation. WOULD HAVE TO AGREE Councilior Taylor at the recent finance committee meeting asked that a written report be compiled for the committee on the progress and financing of the Newcastle arena and no doubt, although it was not mentioned, he is also cailing for a similar report on the Orono arena. This is certainly a wise move on the part of Councillor Taylor and a program that should have been instituted at the beginning of the two projects. t is quite apparent that a number of couniliors are unaware of the progrens both to construction and financing of both projects. As these two projects are the responsibility of council, council members should be kept up to date and shouild seefl that reglar rponrts K- To subsidize senior citizen rentais The finance committee of the Town of Newcastle on Monday recommends to coun- cil the passing of a by-law la which the Town approves of the provision of rent-geared- to-income accommodation for senior citizens. This wiii affect 25 percent of the units now being constructed at the Durham County Senior Citi- zens Lodge in Orono. The Town under the agree- ment will contribute seven and a haif percent of any annuai ions arising out of the said senior citizens housing and agrees to execute the Minister's standard agree- ment for such a proposal. This recommendation wili go before council on Juiy l7th where it is expected to be passed with no more com- ment than at the committee meeting.
